Show I A SPLIT VOTE IN THE UTAH DELEGATION The Salt Lake Tribune places the Herald Republican in an embarrassed position by notlnq that the Republican praises Sutherland because he voted and spoke against the Webb bill pro hiblting liquor shipments into "dry" territory The Tribune asks. "How about Smoot? He voted for the Webb bill In overriding the president s veto" If one is to be praised, the other must be condemned, says the Tribune By implication, the Herald Republican severely denounces the senator who is supposed to dictate the r policy of that paper. Without attempting to enter inro the merits or demerits of the measure, let us analyze Sutherland's speech on the Webb bill The address Is devof-ed devof-ed entirely to the question of the constitutionality con-stitutionality of the bill He used the same arguments that were brought to bear against the income tax by those who were on the side of the men of wealth and dared not be frank enough to disclose their real frame of mind, employing the uncoil stitutionallty dodge to Juetifv their op position. Sutherland's speech was deficient in that at no point did it attempt to declare de-clare for or against the invasion of "dry " territory by the liquor interests. IX Sutherland were for the suppres sion of such interstate traffic, he should have been willing to leave the final decision of the constitutionnllt of the measure to the supreme court It is somewhat presumptuous for a senator to declare himself a part of both the legislative and judicial branches of government |
