Tho report of tho special commit -' te named by Mayor Fell to Investigate Investi-gate the record of the city commls-! commls-! sloners during tho year 1912 is Just such a report as might have been an-i an-i tlclpated. The committee was confin-, confin-, cd in its work to the financial affairs, af-fairs, and in attempting to make a comparative statement with tho preceding pre-ceding administration met with a lack of detail that made an accurate comparison com-parison almost impossible. Is deficient In that I it fails to trace the money used by J the commissioners in 1912. and therefore there-fore orerlooka the most Important fact that 154.996.95 of the funds applied to the running expenses of the city came from the prior administration, from special tax funds, from the water fund and from an added burden of $24,000 in the form of increased taxes placed on the people last year. No one has questioned tho honesty of the commissioners and wo all therefore can agree with that part of the report which praises the high purpose of the city board. A former resident of Ogden stated tbat the one thing that most impressed impress-ed him unfavorably with Oe.len after an absence of seven years was the dirty streets "Why," he said, "Tono-pab, "Tono-pab, Nevada, has cleaner roadways chan this city." That brings up the question of efficiency effi-ciency in city government, which the special committee did not attempt to pass upon, no doubt viewing .that feature fea-ture of the public service as being beyond be-yond their limited investigation. Bui efficiency is quite as important as the question "How much money was expended?" If the revenues of the city are spent to good purpose and results commensurate with the outlay out-lay are obtained, the tax payers certainly cer-tainly cannot complain. The question of the success or failure fail-ure of the present administration is hroader than any financial statement to be extracted from several columns of figures on the auditor's books |
