| Show STATE legislators the biennial meeting of the legislature for we are to be kept busy in an effort to understand der stand how inch of our statutory law is to remain as a guido to good conduct in utah all legislators are inclined to be true to an to legislate from the opening day to the time when they are debating the correct elation of alna die and the result is too often the encumbering of the statutes with unnecessary unserviceable or unwise enactments the members of tho average legisla ture are men of more than ordinary intelligence yet they are in great part untrained in the labor before them and unschooled in alio law they enter upon their tasks without prior knowledge of the subjects before them and attempt to pass hasty judg ement upon any ane of a hundred problems that should be solved by none other than those who have made careful study of the subjects in all their ramifications for instance they will legislate on court procedure and not one in ten is flod to give an opinion they attempt to pass laws for school control and simply flounder around ina quagmire of conflicting opinions the suggestion that comes from washington in regard to school laws should be enlarged upon and made to apply to all classes of legislation the federal authority havig charge of the governments education bureau has compiled the law relating to schools with comments and has sent copies of the compilation to each legislature why not follow that up with suggestions on court procedure on railroad control and other subjects engaging the attention of the law makers in all the states and 0 o that way aid them in arriving at conclusions fair and sound Tho refis unifying our state laws wi alone on divorce dl vorce but on other subjects so that there shall be loss confusion growing out of the disposition of americans to have business interests in many places and at times to be subject to the law of more than one fate buc this cannot be accomplished unless a central body shall aid all legislatures in the manner suggested |
