Show DIVISION ON QUESTION OF POLISH AUTONOMY speakers in congress sympathize with poles fop abrogation of martial law hov it A sharp division of senU ment on the question of polish autonomy cropped out at yesterdays session of the congress velch was devoted to consideration of the polish problem pio blem over fifty speakers demanded to be heard on the question and while the majority of them sympathized zed with the request of the poles for the abrogation of martial law many wre opposed to autonomy look lug upon it as the first step toward the breaking up 0 the empire the executive committee took account of this sentiment in drafting a proposed resolution which while declaring that the congress endorsed the decision of the september congress with regard to the autonomy of poland the question should be turned over to the first douma for settlement the friends of poland or floor were dissatisfied with the resolution in this form saying they wished for an out and out and unqualified declaration la favor of autonomy but the compromise will probably be acceptable to the majority the session adjourned ju before midnight w h he daoa c dished tho proposed ie alution in ml declares while confirming completely the decision of the previous congre afi in favor of the autonomy of poland tho considers are urgent lorac the abolition oi the state of siege lu poland second the reference to the first national assembly of tho question of polish autonomy on condition that the unity of the empire be preserved and third the immediate introduction of tho polish language in the primary school and communal and other courts of poland A great mass of ic solutions on and projects for all conceivable subjects was submitted at the opening ot the session but the congress decided to deter action thereon until the completion of the debate on the polish question among these was a draft of an appeal to the people for tranquility so as to enable the government to put into effect tho liberties promised by the emperors manifesto and enable the elections to the douma to be properly held which the appeal sold would be impossible while disturbances throughout the country continued the only business not in the order of the day to be considered was an amendment to the resolution calling for a general amnesty excepting from pardon those aho vho committed political crimes accompanied by pillage and arson the amendment was advanced by the legal committee of the congress whose members declared that otherwise the resolution would apply to tho outrages committed bv the blade hundred the resolution in support of the government as completed contains the following additions to the measure which the congress daems necessary to be adopted before the assembling of the national assembly tho abolition of all exceptional laws martial the state of siege etc and also tho special laws la regard to the nationalities wholesale changes in the personnel of tho administrative and police departments part ments placing the police under tho authority of and municipalities pali ties permission for the organization of committees for local self protection that complete amnesty be extended to include political and religious crimes since the publication ct the reform manifesto the peasants congress yesterday adopted an extremely radical program demanding a constituent assembly elected by direct universal without regard to sex nationality or religion and favoring the organization of a universal peasants league to sustain a strike unless the demands of the peasants are satisfied and in the meantime not to buy land from the landowners and should a strike be necessary to refuse to pay taxes or re abond to call tor recruits or reservists the peasants congress also pronounced in favor of the ceas ing to drink spirits |
