Show IRRIGATION RIGHT BEATS INDUSTRIAL C. J. Ulrick. assistant state engineer, engi-neer, in reply to a series of questions ques-tions asked by the district chemical engineer of the bureau of mines regarding re-garding water for industrial purpo -es, says: "Where all the water o fa stream has been appropriated during the Irrigation season, a right to the use of such water for industrial purposes pur-poses can only be secured by purchase pur-chase or making other satisfactory arrangements with some party already al-ready having an established right on the stream. "A company has the right to purchase pur-chase irrigation water and use it for industrial purposes. However, before such change will be allowed, the company will have to file an ap plication for a change of point of diversion, place and nature of use the sarnie to be advertised and approved ap-proved by the state engineer. Water for industrial purposes does not have a preference over water for irrigation ir-rigation purposes. "Where water users having a right to the use of water for irrigation irri-gation purposes refuse to sell their right or part of right for industrial purposes I know of no other way that the company can acquire water in the source of supply is all appropriated appro-priated for the reason that the law considers water for irrigation pur-1 poses a higher use than for indus-l trial purposes."
