It is the result of a woefully mistaken policy, plainly ind eating a failure to comprehend all the considerations involved and an over cautiousness cautious-ness which has been misconstrued as cowardice by the southern republic, re-public, so-called. There was a time when a little firmness, backed by a sufficient show of strength, would huve made impossible the deplorable occurrences of recent days. That golden hour was not grasped and today we are paying the bill. |
