Premier MacDonald and President Hoover, in sitting on a log in the woods at Rapidan and talking over their nations' problems, are doing more as heads of their governments in building up a background of intolerance for war than have all of the treaties and disarmament conferences of the past. Pledging a country to keep within a certain limit on battleship construction, the while its ministers are looking look-ing suspiciously at the moves of the other, does little to prevent wars-War wars-War between the United States and England i3 unthinkable, un-thinkable, yet as long as the emotions of the public have no background of mutual understanding and friendship, there is that possibility. There is no atmosphere that needs clarifying; simply promotion of the growth of increasing in-creasing friendship and respect. o |
