The Democratic wool Mil paused the house, on Monday, 1 89 to 82, with twenty Inaurgent Itcpubll-rana Itcpubll-rana voting for It. Representative Rucker of Colorado, w ho opposed It In debate and answered "Present" on the roll call, nnd Representative Francis of Ohio, w ho voted against It, were the only Democrats w ho did not tine up with the majority. Representative Payne moved to recommit re-commit the bill with Instruction to the committee to report the Republican Republi-can aubntltuta, but this waa lost, 169 to 108. Supporters of the bill declared It would not cut the government's revenue, reve-nue, but would aave more than $30,-000,000 $30,-000,000 a year to consumers becauat of the readjustment of rates. All attempts at-tempts of the Republicans to amend the bill to Increase the rates were loat. The tariff board cams in for criticism during the apeechmaklng,
