Webb, that If the police of San Diego were unable to cope with conditions here the state would assume control of the city, Increased the seriousness of the I. W. W. situation on Monday. The riot was caused by the attempt of A. It. Carson, an Industrial Worker of the World, but not In good standing because his dues were In arrears, to test the "move on" ordinance of Sun Diego. Carson was more scared than hurt by the crowd, but it Is charged he was kicked a.id knocked down by an officer.
