In this article we shall attempt to explain the administration of the local school district. In Millard County we have, as do all districts in the state but Salt Lake, a school board made up of five elected members. These members are elected by the people of their election district for a period per-iod of five years. In our county the five election districts and the board members from each are: Fillmore, Flowell, and Pahvant, represented by Joseph L. Robinson, the area of Meadow, Kanosh, Gandy, Bur- bank-, Garrison, and Biack Rock are represented by Gardner Kimball. Kim-ball. Melvin J. Roper represents the area of Holden, Scipio, Oak City, Lynndyl, and Leamington. E. J. Eliason, president of the board, represents the Hinckley, Deseret, Oasis, and Abraham area. W. C. Cole has the area of Delta, Suther- land, and Woodrow as his district. The boundaries of these districts are determined by the county commissioner. com-missioner. A recent check showed the proportion of voters in these voting districts to be fairly equal. The Board of Education is the governing body of the schools of the district. It determines and formulates for-mulates all policies; it approves the employment of all employees; it determines the kind and type of school buildings, the way the schools are to be equipped and the way they are maintained. The board of education determines how the monies of the district are to be spent. It approves a carefully worked wor-ked budget which fixes the salaries of all employees provides for equip ment, textbooks, library books, cus todian needs, transportation, school sch-ool lunch, improvements of ground and buildings, and the supplying of any and all needs that make the school function efficiently. In the matter of obtaining revenue to operate the schools the board is limited in the amount of tax levy it can make by law and may not exceed these limits. (Financing (Financ-ing the schools will be discussed in a subsequent article). The superintendant of the school sch-ool district is appointed by the school board to hold office for a period of two years. This appointment appoint-ment is made at the first meeting of June of each county board of education in odd numbered years. His salary and expenses are determined deter-mined by the school board. The Superintendant is the admin istrative officer of the board. It is his responsibility to put into effect ef-fect the policies and decisions of the school board as they relate to employees, school plant and other school facilities. He recommends to the board needs to be met in all departments. It is his responsibility responsibili-ty to see that the school curriculum curricul-um is maintained on a high and efficient level, and that the best educational policies and practices are maintained in the schools of the district. |
