Shipping Ship-ping car lots to such buyers under no obligation other than to pay for tho shipment lf they finally tako it out of tho cars, tends to encourage speculation and Is liable to Increase freight congestion. Some of these buyers order products shipped In the hopo that the price will go up In the meantime and enable them to sell locally to a local dealer who will pay cash. Unless they succeed In selling sell-ing to others, many of theso "shipper's "ship-per's ordor" consignees havo insufficient insuf-ficient capital to pay for the goods, which sometimes fall back on the shipper. In a case recently Investigated by tho department a man without financial fin-ancial standing, who posed as a commercial com-mercial company, succeeded In pur chasing largo shipments of hay and mill feed. As thero was no advance fl In prlco and as he had no cash with jfl which to meet tho drafts, he held 'M tho goods for several weeks in tho fl cars on thj track. Somo of tho cars S were on tho track for over 20 days fl beforo unloading. When ho succeed- ed in selling a car, instead of pay- lng his own cash for It, ho sent his W customer to tho bank to release tho fl draft. Tho day tho department In- PI vestlgator was on tho ground this man had 13 cars of hay and 9 cars of fl mill feed on tho track, papers for 17 fl more cars en route. It was stated I locally that In tho samo kind of tran- fl sactlon in tho past a sovero decltno fl In price rendered this Individual un- fl able to pay for 30 cars of produce, fl which the shipper was forced to sell IH at a material loss.
