Ferrcl, chairman of tho national foreign for-eign trado council and president of tho United State3 Steel corporation, asserted that tho war would bo a war of economic superiority and on tho sldo of tho United States and tho allies lies tho preponderance of weight in this respect. Germany, tho speaker said, already must bo approaching ap-proaching exhaustion, but tho end of tho hostilities wcro being delayed bo-causo bo-causo of tho wonderful co-ordination of all martini forces. In part, Mr. Farrel said: "Tho United States la called upon to do Us sharo of a tremendous task with a meager merchant marlno. Yot, nlthough It was apparently the Intention Inten-tion of congress to concentrate In tha shlplng board all of tho functions relating to tho American merchant marine, thero Is, as yet, no unified control of tonnage. It was only after two years of such wastage that tho Urltlsh government gov-ernment was moved to create a ministry min-istry of shipping with supremo powers pow-ers over all tonnage. "While- tho supply of tho needs of our nllles and of our own oxpcdltlon- ary forces Is, of course, tho first necessity, It would bo a mistake to regard this as entirely apart and separate from tho maintenance of our neutral commerce especially of that with Latin-American and Asia.
