When the city oftlcers have provided suitable tic yards In which persons may tie their teams while In town, and havo posted notices directing people peo-ple were to go, the teams should be placed there for various reasons. Further, some merchants have been enterprising In building good walks across the streets to accommodate ac-commodate their customers, and some of these walks arc blocked for hours by teams being tied to telephone poles near these walks.
