It Is conceded thnt nothing so re-tarda re-tarda tho material progress nnd social well being of tho peoplo of the western west-ern states as does the lack of proper facilities for transportation on our public highways, and therefore tho devising of wnys and means for the Improvement of our roads and streets Is of transcendent Importance to overy ov-ery farmer, inorchant, professional nnd business man In this section .
