GRANT TWO FRANCHISES AND GIVE $1000 FOR RIGHT OF WAY FOR CUT-OFF. i Logan Rapid Transit Company and Proposed Inter-Mountain Railway Company the Victors. r Logan Rapid Transit Company Have Accepted and "VVill Begin Work. Inter-Mountain Railway Ghmpany Have Sent for Engineer and Will Decide Within Ten Days, Five Thousand x)ollars as Earnest Money Deposited in Each Case. Contests Fought Earnestly But With Good Feeling Throughout. Commissioners Warmly Congratulated for Their Wise Actions. All Happy Now. The meeting ot the county commit)-.sloners commit)-.sloners on Saturday was one ot the most Interesting, spirited, and most largely attended ln the entire history of the county. As was expected the franchlso recently asked for by the .committee of citizens came up for ilnal disposition, and as was anticipated antici-pated the Logan Rapid Transit com-Ipany com-Ipany asked for a franchise. With the .apparent conflicting interests inter-ests before the commissioners It was hard to see how they would be nblo to handle both cases, without engendering engender-ing 111 feelings on the part of somo one, but before the meeting adjournod they had handled the business so dexterously dex-terously that everybody appeared lo be happy and well satisfied. When the time for meeting arrived the crowd was so large that an adjournment ad-journment was token to the Commercial Commer-cial Doosters Club Rooms. Order of business being called for, Mr. M. J. Gollghtly at once asked that the franchise fran-chise filed with commissioners by 5 himself nud the people ho represented Ef be taken up and passed. Mr. Robert Anderson, representing the' 1. It. T. company, submitted a draft of a Xrauchlse, together with a certified check ln the sum, ot $5000.00 for faithful performance, and asked that this matter take precedence on the grounds that It had been pending be- fore the commissioners for three weeks or more. A general debate then followed, during which tlmo some expressions as to' just what might bo expected were madq by the commissioners. Finally Chairman Molkle ruled, and very rightly too, that inasmuch 0.8 the L. It. T. company's com-pany's franchlso had not been filed prior to the meeting that the Gollghtly Gollght-ly franchlso should toko precedence. Tho Gollghtly franchise was then read, and the county surveyor was sent for to trace tho routo. During tho tracing It developed that the routo recently surveyed by tho L. II. T. company north of X.O&M. was covered by petitioners, whereupon Commissioner Commis-sioner Cronqulst stated that on nc-count nc-count of promises made to tho L. H. T. company It would bo necessary to chango tho routo accordingly. A lengthy and at times heated dobato followed, but Chairman Melklo finally submitted a written amendment to the effect that tho matter of designating designat-ing what sldo of tho road tho lino should occupy bo loft to tho decision ot tho county commissioners, which -was accepted and served as a very happy solution to the controversy. The franchise was then read with all amendments, and all citizens present pres-ent were given an opportunity to voice a word in favor, or of protest. A number of thoso directly Interested spoko in favor of tho commissioners granting tho franchlso, and all wero glad to noto that no words of protest were uttored. Tho commissioners then voted unanimously to pass tho franchlso, and It was declared an or- "9P dinanco of Cache County. A bond In favor of Cacho County in tho sum of $5000.00 with T. 0. Lowo of Logan, A. O. Jackson of Avon, nnd Martin Pond, A. L. Hyer, Goorgo E. Telford, and T. S. Karren of Lowlston as sureties was filed with the Commissioners. The contract provides, as previously reported re-ported In this paper for ncceptnnco within ten days, actual beginning of construction within six months, opei-atlon opei-atlon of Bovon miles within fifteen montliB, and tho construction of five miles annually until the road runs x - from Lowlston to Avon. The franchise nsked for by tho L. H. T. company then came up for con slderatlon. It was read by the clork and asked for the right to use certain routes described between Smlthtleid and Providence, a distance of about nlno miles. It. provided for acceptance wltnln ten days, for beginning of actual ac-tual construction within thrco months, and tho completion ot the entire grant within one year. A certified check in the sum of $5000.00 in favor of Cache County was submitted us ovldenco ot gbod faith. Then tho fire works stnrtcd. Opposition Op-position developed in abundance, the claim being made that it was unjiut, unfair, and dlscrimluatfnon to grant a franchise for a limited number ot miles, after a grant had just been given for thc building of a road from one cud of the county to the othoV. Tho claim was nlso made that the commissioners were on record to tho effect' that they would not grant a franchise that did not go through fho county. During the discussion ln which, a. number of citizens, ns wil tiB tiio commtsBfuners took part. It developed that the commissioners had mado no such rulings, that all they had over contended for at any tlmo was that tho desired routo bo designated, desig-nated, nnd that evidences of good lnlth bo forthcoming. The matter ot discrimination, etc., was handled I) tho apparent satisfaction ot all, the claim being that a request tor tho building ot a limited number of miles wns entitled to as much consideration, as a claim for building from one end of the county to the other, on the grounds that tho longer route would not be built unless the venture was a paying proposition, even If it entnlld forfeiture to tho county as provided in tho contract, and that tho company asking for the grant for a limited number ot miles would build just uh many miles ns tho other company, providing tho venture is a paying proposition. Finally all tho protests hnd been made, and all thoso desiring desir-ing to speak in favor hnd been heard tho matter camo up for finnl reading nnd passage, and was passed by a unanimous vote, all three commissioners commission-ers answering with n cherry "Yep," feeling satisfied that they had meted out justice to all. At tho closo nl tho meeting tho commissioners recolv-ed recolv-ed tho congratulations of their fellow citizens on tho fair, open, honest way ln which matters of so much lm portanco and consequence to the county had been handled. Tho L. II. T. company is an existing organization operntlng tho street railroad rail-road from the depot to tho Agricultural Agricul-tural College. David Eccles is President Presi-dent of tho company, and associated with him nro such men aa Congressman Congress-man Joseph Howell, Dr. D. C. Iiudgo, Dr. George Thomas, Presldont John A. Widtsoe, Hon. Thomas Smnrt, Ilobert Anderson, H. E. Hatch, E. P. Uncon nnd a host of others. This company have had ln view tho extension exten-sion of their road for somo time-, and at present have It survoyed to Smith-field Smith-field nnd Providence. Tho steel for this oxtenslon la ordered and work Is expected to bo pushed as fast us possible Just as soon as tho weather will permit. Tho other organization Is a proposed pro-posed corporation to bo known ns tho INTER-MOUNTAIN RAILWAY COM-PANY, COM-PANY, consisting of A. L. Hyor, Robert Murdock, A. O. Jackson nnd others, tho franchlso heretofore known as the Gollghtly franchise having hav-ing boon assigned as above Indicate. Their flnnncial basis ot operations, aside from local capital that might be subscribed, conslsst ot a memorandum memoran-dum of agreement between Mr. N. 1). La lllond of Salt Lake City representing repre-senting Chicago capitalists, to the effect ef-fect that a certain engineer, upon payment ot the sum of $1000, and ex penses not to exceed $200, total $1200, In all, will como out nnd look over tho situation, and It tho said engineer's en-gineer's "report is favorable nnd the scheme a practical and fenslblo ono", the said La Blond agrees that tho Chicago capitalists will undertake :he financing of tho scheme.
