Show CITIZENS OF CACHE COUNTY DEFINE 1 THEIR POSITION ON THE RAILROAD RAIL-ROAD QUESTION- The proposition ot building n mil-road mil-road through Cacho County has been a subject of more or less agitation among citizens ot tho county for tho past two years. Tho people ot tho comity aro generally acquainted with the efforts mado In this direction, and especially with tho efforts of Mr. M. J. Gollghtly. It has been a general uiliiilsslou nil along the lines that Mr Gollghtly was admirably endowed Willi every requisite necessnry to rati-rood rati-rood building except the capital. As to thii latter It can bo definitely b Intel Int-el that Just ot tho tlmo the former franchise ot Mr. Gollghtly wns revoked re-voked by Uio board of county commissioners commis-sioners this gentleman was Just ln the net of closing; up definite nnd favorable favor-able negotiations with Ills eastern connections. Tho Gollghtly franchise above ro-ferred ro-ferred to, however, was pushed asldo to make room for tho consideration ot nnother backed by Mr. David Ecclea and his local followers In Logan. This fact must be borne In mind that Mr. Eccles and his crowd did not op-ponr op-ponr on tho bcviio until the prospects became reasonably definite thnt tho tlmo had arrived when tho road must bo built and would bo built by somo one, at which time Mr. Eccles camo forth with nn apparently Indifferent desire (to begin with) to build flvo miles only, nnd then to build moro nl sonic time in the tuturo In caso ho bow fit. This waB tho gist of tho first franchlso Mr. Eccles and his train presented to our board of County Commissioners. Com-missioners. Citizens of tho cntlro County admired the nctlon of the Commissioners with regard to this questionable transaction. Tho commissioners com-missioners turned Mr. Eccles down flatly with tho statement that ho wns welcome to n franchise to construct a railroad in Cache County but the franchlso must bo bucIi a ono that would compel Mr. Eccles to build n road through tho county. Tho Commissioners Com-missioners took tho view at this time thnt they represented all tho people In tho county, and thnt no franchise should bo granted oxcept with n vlow to tho benefit of ut least a majority of their constituents. Thoy offered Mr. Eccles a franchise of this kind prepared by tho County Attorney, but Mr. Eccles flatly and abruptly refused to consider It. "I will ngreo to build flvo miles," ho sold, "and If It pays I will build moro. Tho commissioners did not see It in this wuy, nnd havo made many statements since that date that no man or Bet ot men could secure tho franchise without n compulsory clause compelling tho ultimate ul-timate construction of tho road through tho entire county. And It should bo udded In this connection that tho franchise proposed by Mr. Gollghtly met In nil respects with the demands or tho commissioners as to tho oxtont of the proposed road. After Mr. Eccles was turned down on his flvo mllo proposllton It appeared, appear-ed, to use a familiar and expressive saying, "Mr. Eccles took his doll and dishes and went homo." Mr. Gollghtly, Gollght-ly, however, undaunted and fearless, looked about him for additional support. sup-port. Ho was not dead as no doubt was supposed, but only tightened tho tugs nnd enlisted others to assist him In pulling tho load. Mr. Gollghtly found somo of tho best men In Cacho County who voiced voic-ed his sontlmentB, Theso men, with him, bolloved that If a railroad was built ln Cache County It should go from ono end to tho other, and feeling feel-ing thnt tho Bonrd ot County Com-mlsloners Com-mlsloners wero nt tholr back they Joined hands with Mr. Gollghtly In an effort to procuro another franchlso accompanied with tho necessary $5000.00 bond conditioned that tho road must bo built from Lowlston on tho north to Pnradlso and Avon on tho south. Thoy ngrced with tho commissioners com-missioners thnt to givo any man n franchise to build only five mllos of t rond in tho county might opcrato ns ;l a porpotuhf protection to tho Oregon jl Short Lino Railroad. It was uot 'I meant by this to question tho motives il of Mr. Eccles, but It was not deemed I expedient to afford this opportunity I to any ono. No sooner was this knock mado than Mr. Eccles nnd his train again appeared on the scene; no one thought for the purpose of trying to run through n proposition slmllur to the one which the commissioners had so flatly refused. It was thought this time that Mr. Eccles had been whipped into line nnd was now ready to say to tho .Commissioners "give me the franchise and I will build tho road for tho benefit of Lcwlston, Richmond, Hyrum, Wcllsvllle, Pnra-disc Pnra-disc and the whole county" meaning that he would agreo to build from Lcwlston on the north to Paradise on the south. It was thought that no proposition short of this would bo tolerated tol-erated for ono moment, and especially especial-ly In view of the fact that forty of the best citizens of tho County had banded themselves together determined determin-ed to build the road complete. The entire matter, liowover, camo to a focus on Saturday, May 4th, at the meeting held by tho County Commissioners Com-missioners In the rooms of the Commercial Com-mercial Boosters Club. First cornea the Gollghtly franchlso for their consideration. This franchlso was backed by a $3000.00 bond, and forty citizens from nil parts of tho county. This finnchlso provided for tho building build-ing ot a road from Lewlston on tho north to Avon on the South. Just what tho commissioners had said must bo tho case. They would tako no ihauco from any source when the welfare of tho entire county was at stake. Tho Gollghtly franchise was granted with slight modifications. Then comes the frnnchlso of Mr. Eccles Ec-cles or the Logan Rnpld Transit company, com-pany, for consideration- No one supposed sup-posed It to be u rehaBh of tho first franchise offered by Mr. Eccles, believing be-lieving that in tho event It were, tho commissioners would receive It more aa au Insult than anything else altar what hnd taken plaeo in tho past. The Eccles franchise was accompanied accompan-ied witli a certified check for hc sum of ?5000.00, and asked for the1 rlFn to construct a road from Smith-1 flel I on the north to Provldenco on the south, and no more. Mako a long story short by saying that tho commissioners gave Mr. Eccle"s nil do asked for, and thus placed Mr. Ec cles in a position where ho Is ohll gated to build only nine miles of road, and thus making him a com-' petltor to tho proposition of tho peo , Pie of tho entire county to bu t from one end of the cour;, kJ t other.
