Show NEW IRRIGATION BILL. Proposition to Divert "Waters of Navigable Navi-gable Streams. (Special to The Herald " Washington, V. C. .Jan. IS. Representative Represent-ative Dixon of Montana today irtrodueed a bill authorizing the secretary cf the interior in-terior to construct irrigation works, under th' national reclamation act. ilong the Yellowstone and Missouri rivers or their tributaries in Wyoming and Montana, and permitting diversion of any part or all waters of these streams if found necessary necessa-ry in construction of such works. Roth these streams being navigable, tne secretary secre-tary of theintorior is unable, except by special act of congress, to utilize their waters for irrigation purposes if such use will in any way interfere with navigation. Mr. Dixon states that navigation on these streams is of secondary importance to irrigation. He says the secretary of the interior should have authority to use their waters for irrigation regardless of the effect it would have upon navigation.
