Show Would Make It Harder ' to Amend Constitution A resolution making amendments to the Constitution of the United States more difficult was introduced in Frank-ling Frank-ling post of the American Legion, Columbus, Co-lumbus, Ohio, by L. The resolution proposes an amendment amend-ment to Article V of the Constitution making it necessary to secure a two-thirds two-thirds majority of the actual member-Bhip member-Bhip In congress to Initiate an amendment. amend-ment. While the ratification of an amendment by the state legislatures of three-fourths of the states is still retained, the resolution proposes that such ratification must represent 'three-fourths 'three-fourths of the congressional representation represen-tation of all the states. The resolution also provides that ratification must be accomplished within five years from the date of submission to the states. Bower claims that under the provisions pro-visions of Article V of the Constitution, not only may an amendment to the Constitution be proposed for ratification ratifica-tion by even less than a minority of congress, but that the Constitution now may be ratified by a minority representation rep-resentation of the voting population. |
