Arthur Capper. i j "The government of the United States is more than a government; it is ' j also a great business. This fact makes one side of the work of congress of ;i a business nature. Naturally, therefore, some of the senators and congress- , ! men concern themselves largely with the business side of the government. Among such easily the leader in the senate is Reed Smoot, who is just now-completing now-completing his eighteenth year as a senator. j "It is not too much to say that no other man in the United States has as 1 wide and as profound a knowledge of the business side of our government as j Senator Smoot. Himself a manufacturer and a banker, Senator Smoot is an j expert in business matters, and during his service in congress he has thoroughly thor-oughly familiarized himself with the fiscal affairs of the government. Economy Econ-omy is a passion with him. As a member of both the appropriation and the j finance committees of the senate, he knows where the money comes from and where it goes. If our fiscal affairs are ever straightened out and placed in a strict business basis it will be due largely to the efforts of such men as he. "Wilson orne Than AVastcd Billion. "Senator Smoot has been deeply concerned by the orgy of expenditure that characterized the departments of government during and since the war. In speech after speech on the floor of the senate he has inveighed against the system of lump sum appropriations that has grown up in congress and which reached its peak in the wartime congress. In an effort to give President Wilson and his administration every facility possible in winning the war, congress placed billions at the disposal of the executive and his department heads, only to discover too late that through incapacity and inefficiency in-efficiency many billions were worse than wasted. To avoid a repetition of shcu profligacy by future administrations, Senator Smoot would do away with the whole system of lump sum appropriations, and get the national government back on a strict business basis. "Particularly was the Utah senator outraged by the disposition of the executive departments to build up and maintain long after the war was over an army of useless employes. As a member of the committee on civil service . and retrenchment, the Utah senator has been indefatigable in his efforts to correct this abuse. Some progress was made at the last regular session of congress, and if Senator Smoot is returned to the senate by the people of Utah it may be accepted as a foregone conclusion that this horde of useless and idle employes will be eliminated early in the new administration. Anyone Any-one who believes that the administration of our national-affairs is needlessly needless-ly wasteful and extravagant should work and vote for the re-election of the Utah senator. Not Merely "Watch Dog." ' "One must not jump to the conclusion that Senator Smoot is merely a watchdog of the treasury, for he is one of the great constructive statesmen of the nation. No man in either branch of congress is possessed of greater ability and capacity, and no one works harder. He is constant in his attendance attend-ance at senate sessions. He likewise is assiduous in committee work. No member of the senate concerns himself in so many public questions. The range of his knowledge is simply astounding, and he has built up such a reputation for accuracy thafe.no statement of his of what purports to be a fact is ever questioned. His Democratic colleagues frequently differ with him on matters of policy, but rarely is a statement in regard to government finances or matters of like nature ever challenged."
