Arbitration Treaty With Austria Has Been Signed. Washington. With the signing of an arbitration treaty between the United Gfates and Austria-Hungary at the state department Friday after-T.oon, after-T.oon, conventions of that character with more than twenty nations ot the world have been agreed to. The treaty now goes to the senate for ratification. Secretary Root also signed an extradition treaty w,th Honduras. Officials of the state department de-partment declined to say whether the treaty is retroactive.
