Show Skip The Trip To The DMV Governor Mike Leavitt Friday debuted the Division of Motor Vehicles' "Renewal Express" program, pro-gram, which permits Utahns to avoid a trip to the DMV one of three ways: by renewing their motor vehicle registrations over the Internet, at participating emission inspection stations or by mail. "These three options make it possible for every vehicle owner to forego the annual ritual of standing in line at the DMV," Gov. Leavitt said. He noted that the new on-line service at www.RenewalExpress.com is a user-supported service that permits use of credit cards to pay renewal fees. The governor called on-line renewal re-newal a centerpiece in his vision: providing citizens electronic access to the most common government services. The governor said development of the new service involved exceptional excep-tional cooperation and coordination among state and local governments, To meet state and federal vehicle air quality and safety program standards, stan-dards, the four Wasatch Front counties and the Utah Department of Public Safety developed ways to provide the interactive site with daily updates of emission and safety inspections statewide. . The September registration renewal re-newal packets were redesigned to highlight the variety of renewal choices. The packets contain the key to the on-line renewal system: a vehicle-specific Personal Identification Identi-fication Number (PIN) for one-time use in on-line renewals. RenewalExpress.com uses images ima-ges of a motor vehicle registration card and emission and safety inspection certificate(s) to guide users through the renewal process. Users are cued to type in information from image(s) of the specific forms and certificates required for their vehicles in their counties of registration. The site validates inspection information, in-formation, which is uploaded from inspection stations nightly. On-line renewals can be completed the day after the vehicles have passed inspection. in-spection. Users can renew at any time, day or night, even the last night of the registration period. DMV records are automatically updated and vehicle owners are provided with Temporary Registration Certificates, Certi-ficates, which are valid until the owners receive their new decals and simple, redesigned Vehicle Registration Regis-tration Certificates in the mail, within five to seven days. Users can apply the payments to their VISA, MasterCard, American Express or Discover credit cards. A $4 transaction fee covers the credit card merchant fees and reimburses e-Utah e-Utah for the cost of developing and maintaining RenewalExpress.com. In addition, Gov. Leavitt said, inspection stations statewide can benefit from the new technology. Previously, a pilot program in Salt Lake City permitted certain emission emis-sion stations to offer one-stop inspectionrenewal services. The new technology will permit any ; station statewide to offer this : service. ; To this end, the DMV created marketing materials to help promote pro-mote same-day renewals and is developing a special web site that will allow participating stations to bypass the 24-hour waiting period and renew customer registrations immediately. Stations may charge an additional fee for this service.
