Show Garfield County Commissioners Meet In February Garfield County commissioners met Feb. 14 with Commissioners Louise Liston, Maloy Dodds and Clare Ramsay present, along with County Clerk Camille Moore and County Attorney Wallace Lee. Public Safety Facility The final cost breakdown on the new public safety facility in Panguitch Pan-guitch was rescheduled for Feb. 28. The Commission approved the hiring hir-ing of David Roberts, Henrieville; Carmen Isheim, Escalante; and Sidney Sid-ney Fullmer, Panguitch as corrections correc-tions officersdispatchers. Prairie Dogs After reviewing it, the Commission Com-mission unanimously approved a proposed agreement with the Dixie National Forest, the Utah Division of Wildlife Resources and Garfield County for a Prairie Dog Habitat Plan for Garfield County. Garfield County will pay $2000 to be matched with a $32,000 grant. The total $34,000 will be managed by the Forest Service. Keith Day, biologist bi-ologist for the Division of Wildlife Resources, is the contact person for the county. Public Works Business County Engineer Brian Bremner informed the Commission that the ground work for the county's Global Positioning System (GPS) Project has been completed and that the road crews were working on the roads taking off from the Burr Trail. Donation Requests Drill teams from Panguitch and Bryce Valley High Schools had requested re-quested financial assistance to attend state competition. The Commission Commis-sion unanimously approved a $200 donation for each team. The Commission also unanimously unani-mously approved a donation of $750 ($150 for each of five qualifying qualify-ing students) from Escalante High School Social Studies teacher Jim Wilburn's Close-Up Foundation Program under which the students will travel to Washington, D.C. at a cost of $1,300 each. Election Canvass The Commission canvassed the results of and counted qualified absentee ab-sentee ballots received after Feb. 8 in the election regarding imposition imposi-tion of a Rural Health Care Sales Tax. Final results: For: 1,003; Against: 104. Final results were unanimously accepted by the Commission: Paunsaugunt Special Service District Scott Walter proposed a special service district for water development develop-ment on his families' property near Hatch. The Commission approved his initial request and granted authorization to begin the process. Mr. Gallian, attorney for the Walters, Wal-ters, will prepare a resolution to be signed by Commissioner Dodds. Division of Wildlife Resources Utah Division of Wildlife Resources Re-sources Biologist Norman McKee presented a check for $302.04 as Payment In Lieu of Taxes for property prop-erty owned by the UDWR in Garfield Gar-field County. Southwest Center 1999 Audit The Commission unanimously accepted the July 1998-June 1999 fiscal year audit for the Southwest Center. Bryce Valley Recreation Complex Marsha Holland, Cannonville, representing a committee to form a youth sports league, requested support sup-port as they seek to secure property to build two baseball fields and a soccerfootball field in Tropic for the Bryce Valley area. The Commission Com-mission committed to provide a letter let-ter of support and a willingness to allow the road department to assist in the project, possibly as an in-kind in-kind match for grant funds. Cooperative Agreement Multi-Use Facility After review, the Commission recommended several changes in the proposed agreement between Garfield Gar-field County and Panguitch City for the construction and management of multi-use facility, after which Attorney At-torney Lee will take the agreement to the Panguitch City Council for its approval. Airport Business The Commission addressed Federal Fed-eral Aviation Administration recommendations rec-ommendations on fees for business at the airport. Proposed fees are $5 for first-time pickups and $2 for each followup pickup each day. Lee was asked to prepare the proposal pro-posal and submit it to the FAA for approval and Greg Pollock and the Commission will meet with businesses busi-nesses which will be impacted by the proposal to explain the policy. State Archives Proposal The county had kept and used a microfilm camera owned by the State Archives for the past several (See COMMISSION on page 5-A) COMMISSION From Page 4-A years. State Archives has asked the county to participate in the Millennium Millen-nium Records Preservation Project by allowing the records of the small communities, special districts, and school districts in Garfield County, Kane and Piute Counties to be microfilmed mi-crofilmed at the Courthouse and allowing al-lowing their records to be stored during the project. The proposal provides for the Recorder's Office to oversee care of the records. Garfield County would hire an employee whose pay would be reimbursed by the state. The Commission scheduled the appointment of board members for its Feb. 28 meeting. Sales Tax Ordinance The Commission voted unanimously unani-mously to impose a 1 percent sales and 'use tax to fund rural county health care facilities in Garfield County.
