M , ... . - Senior Service Engineer David Larsen of Larsen Fire Apparatus Service Company in Newton, Utah is assisted by Michael Gyllenskog in the annual testing of pumps of PANGUITCH -Commissioners Maloy Dodds, Dell LeFevre and Clare Ramsay were all present in Panguitch for the 10 a.m. Oct. 11 meeting of the Garfield County Commission Commis-sion as were ClerkAuditor Camille Moore and Attorney Wallace Lee. Adoption of the Agenda A motion was made and passed all in favor to adopt the agenda as outlined. Approval of Minutes A motion was made and passed all in favor to approve the minutes of Sept. 27, 2004. Public Works Business Cadastral Mapping Project: County Engineer Brian Bremner presented the commission with contract documents with the State AGRC for a Cadastral Mapping Project. The contract amount is $25,000 and will require a 30 percent match from the county. After a review of the documents a motion was made and approved unanimously to approve the contract and assign Commissioner Dodds authority to sign the documents. Paria Emergency Watershed Project: After review of the documents, Commissioner Dodds signed the request for reimbursement for the Paria Watershed Project in the amount of $284,205. The actual cost of the project was $289,086.35. Pickup Truck Sales: The 2004 trucks, all with diesel engines, will be put up for bid with the following minimums: Dodge, Automatic $28,500; Dodge 6-Speed $28,000; GMC, Short Bed $32,500; GMC, Long Bed $33,000. Hillsdale Road Relocation Vince Salvato was present to discuss the progress on the relocation relo-cation of the Hillsdale Road. Commissioner Ramsay stated that an adjacent property owner protested the new road site. There was discussion regarding the possibility of chipsealing the road rather than reclocating it. Panguitch Cemetery Prairie Dog Fencing Project One bid was received from Rocky Mountain Fencing, Inc. in the amount of $64,980.00. After discussion, a motion was made to accept the bid from Rocky Mountain Fencing and proceed with the project. Commissioner Dodds abstained with Ramsay and LeFevre voting vot-ing aye. Sewell Emergency Watershed Project Mr. Campbell canceled his appointment. UCIP Representative Appointment Resolution of appointment of a Garfield County Representative Representa-tive and an alternative representative represen-tative for the Utah Counties Insurance Pool Annual Membership meeting. Now, therefore, be it resolved by the Board of County Commissioners of Garfield County, Utah, hereby appoints Tropic's several fire engines. The testing is required for insurance purposes and took place last week with the help of volunteer firefighters. Garfield County Commission Meets Camille Moore as the official Garfield County representative for the Utah Counties Insurance Pool Membership Meeting to be held December 2, 2004 with Maloy Dodds as an alternative representative. Resolved adopted and ordered this 11th day of October, 2004. Board of Equalization The Board of Equalization Hearings were held Monday, Oct. 5. A number of recommendations recommen-dations were made at the hearings hear-ings and included in the minutes. min-utes. Public Safety Bond Refinance Due Diligence Call The Commission participated in a conference call with representatives repre-sentatives from Zions Public Finance and Richard Chamberlain, Bond Counsel to discuss the proposed refinancing refinanc-ing of the Public Safety Facility Bonds. Public Hearing Paunsaguant Cliff Special Service District Attorney Wallace. Lee stated that Russell Gallion has provided provid-ed documentation and notice to correct an error in the legal description for the Paunsagaunt Cliffs Special Service District. After discussion, a motion to approve Resolution 2004, correcting cor-recting the legal description of the Paunsaguant Cliffs Special Service District was made and approved unanimously. Solid Waste Issues Wally Veater and Jamie Veater with J.W. Disposal came in to discuss concerns regarding solid waste pick-up and disposal in the county. Wally presented a proposal to the county regarding mandatory curbside pickup. After discussion, a motion was made unanimously to forgive the tipping fee for J.W. Disposal for the rest of 2004. During that time the commission will evaluate evalu-ate the solid waste program. County Zoning Enforcement Rules Present for this discussion were Bud Dinges, Neil Sutherland, Bill Dodie and Vince Salvato. There was discussion discus-sion regarding the enforcement of the current ordinance. Attorney Lee will investigate the specific situations outlined by the group and report to the commission. com-mission. The commission invited invit-ed those present to check back at a later date. Miss Garfield County Program ' Becky Bronson, Miss Garfield County Pageant Director gave a report of the Miss Garfield Pageant and Miss Garfield Princess Pageant this past year. Bronson gave the commission an overview of the proposed Princess Program that will be held in conjunction with the local pageant and the winner, go on to a state Miss Teen Pageant. The additional cost would be a franchise fee of $250 and an additional $750 to help offset the cost of the winner to compete at the state level. After discussion a motion was made and approved unanimously to approve an additional $1,000 for the Miss Teen Pageant in the 2005 budget. Meeting Adjourned The meeting was adjourned at 4:30 p.m. |
