Show Garfield County Commission Minutes PANGUITCH - All three county commissioners were on hand Monday, Sept. 8 for the regularly scheduled Garfield County Commission meeting. Also in attendance were ClerkAuditor Camille Moore and Attorney Wallace Lee. Garfield County Engineer Brian Bremner opened the meeting with several items relating to public works. BLM Meetings - Wild and Scenic River Designations Bremner discussed scheduled meetings between the commission commis-sion and Bureau of ' Land Management officials regarding Area of Critical Environmental Concern proposals and Wild and Scenic River Designations. John's Valley Landfill Changes Bremner informed the commission com-mission that an application for renewal of the John's Valley Landfill Permit is ready to be filed. A motion was made to proceed and voting was unanimous unani-mous to approve the filing of the application. Bremner also informed the commission that because of the changes in the operation of the John's Valley Landfill, the assurance account would need to be increased. Local owneroperator of J.W. Disposal in Panguitch expressed his concerns regarding his curb-side curb-side collection business if solid waste costs are increased. West View Subdivision The West View Subdivision was approved in March 2002. The commission approved the subdivision contingent on the road being graveled. The documents docu-ments were not signed at that time. After discussion and a motion. Commissioner Dodds was given authority to sign the Subdivision Plat. Executive Session Potential litigation relating to Garfield Memorial Hospital was the topic discussed as officials broke into executive session. The Commission directed Attorney Wallace Lee to consult with outside counsel regarding, litigation between the hospital and an equipment supplier. Widtsoe Cemetery Commissioner Maloy Dodds stated that he and County RecorderSurveyor Les Barker met with the Gleave family at the Widtsoe Cemetery site. The county will endeavor to acquire five acres from the State and Institutional Trust Lands (SITLA) for an official cemetery. ceme-tery. After the property is -acquired, the county will work out a' long-term lease with the cemetery board. Les has staked the proposed site. Mr. Barnson will take the information back to his family for their approval. Attorney Lee suggested that the interested parties form a corporation corpo-ration to govern the cemetery. Barnson will work with Attorney Lee to form an organization organi-zation to manage the cemetery. After further discussion the commission gave Maloy Dodds authority to sign the application to SITLA when it is prepared. Sheriff's Department Business Sheriff Than Cooper informed the commission that a sheriff's vehicle had been damaged dam-aged in a recent pursuit. The frame of that vehicle was bent and although it can be repaired , the sheriff does not feel that he wants to keep it as a police vehicle. vehi-cle. After discussion, a motion was made to give Cooper authority to order a new vehicle. The truck will be repaired and sold. The difference will be adjusted at budget opening. Citizen Concerns Harshad Desai appeared before the commission to discuss dis-cuss his concerns regarding the Five County Association of Governments. Desai feels he has not been treated fairly by Five Co. AOG in regards to their Small Business Loan Program. Cellular Telephone Policy After review of the proposed policy, the commission made a motion to adopt and approve Resolution 2003-5 establishing a policy for cellular telephones. Voting was unanimous in favor. Credit Card Use Policy After review of the proposed policy, the commission adopted and approved Resolution 2003-6 2003-6 establishing policies on County Credit Card Issuance and Use. It passed all in favor. Overpayment Refund Policy After review of the proposed policy the commission voted unanimously to adopt Resolution 2003-7 establishing a policy governing the refund of overpayments in the county offices. Business License Applications Applications have been filed with the county by Canyon Homesteads for a business license for the Leapin Lizard . Convenience Store and the Ticaboo Resort. The Canyon Homesteads recently purchased the businesses. After review of the applications, a motion was made to approve the licenses unanimously. Fish and Game Update Stan Beckstrom and Dale Hepworth with the Utah State Wildlife Management led a discussion dis-cussion regarding current fish and game conservation issues, specifically a Sevier River Enhancement Program. The commission expressed their concern over any private land being purchased by the Division. The meeting was adjourned at 3:30 p.m. |
