NOTICE OF SPECIAL BOND ELECTION TO BE HELD IN GARFIELD COUNTY, UTAH PUBLIC NOTICE IS HEREBY GIVEN that a special bond election elec-tion will be held in Garfield County. Utah on the 3rd day of November, 1998, at which election elec-tion there shall be submitted to the qualified registered voters residing within said County the following question: PROPOSITION SHALL THE BOARD OF COMMISSIONERS OF GARFIELD GAR-FIELD COUNTY, STATE OF UTAH, BE AUTHORIZED TO ISSUE GENERAL OBLIGATION BONDS OF SAID COUNTY IN AN AMOUNT NOT TO EXCEED FIVE MILLION ($5,000,000.00) DOLLARS TO MATURE IN NOT TO EXCEED THIRTY (30) YEARS FROM THE DATE OF ISSUANCE, FOR THE PURPOSE PUR-POSE OF DEFRAYING ALL OR A PORTION OF THE DIRECT AND RELATED COSTS OF ACQUIRING AC-QUIRING LAND AND CONSTRUCTING CON-STRUCTING A COUNTY JUSTICE JUS-TICE COMPLEX, INCLUDING JAIL FACILITIES, LAW ENFORCEMENT EN-FORCEMENT OFFICES AND RELATED FACILITIES AND IMPROVEMENTS AND FOR THE PAYMENT OF EXPENSES REASONABLY INCURRED IN CONNECTION WITH THE ACQUISITION AC-QUISITION AND CONSTRUCTION CONSTRUC-TION OF SAID IMPROVEMENTS IMPROVE-MENTS AND THE AUTHORIZATION AUTHORI-ZATION AND ISSUANCE OF SAID BONDS? The polling places for the special spe-cial bond election shall be the same polling places established and provided by Garfield County for the General Election. Electors are advised to vote at the polling place for the election precinct in which they reside. The polling places for each of the election precincts, as well as the judges of election for the special bond election elec-tion shall be the same as those who have been appointed to act by the Board of Commissioners of Garfield County for the General Election to be held November 3, 1998. The voting at the special bond election shall be by oallots furnished fur-nished by the County Clerk of Garfield County to the judges of election, to be by them furnished to the qualified voters. The polls at each polling place shall be opened on the day set for the election at the hour of 7:00 A.M. and will be kept open until and will be closed at the hour of 8:00 P.M. of that same day. There will be no special registration regis-tration of voters for such special bond election and the official register of voters last made or revised shall constitute the register regis-ter for such special bond election, except that the County Clerk of Garfield County will register at his office during regular office hours, except Saturdays, Sundays and holidays, and except during the 19-day period immediately preceding the special bond election, elec-tion, any person who on the day of the special bond election will be a qualified elector, such person per-son to be registered as provided by law. The County Clerk will cause registration lists or copies to be available at the above-described above-described polling place for use by registered electors entitled to use such voting place. Absentee ballots may be obtained ob-tained by any person otherwise eligible to vote at the special bond election but who is an absent ab-sent elector and (as defined in Section 20A-3-304, Utah Code Annotated 1953, as amended), is physically, emotionally, or mentally men-tally impaired; will be serving; as an election judge or who nas election duties in another voting precinct; is detained or incarcerated incarcer-ated in a jail or prison; suffers a legal disability; is prevented from voting in a particular location because of religious tenets or other strongly-held personal values' val-ues' is called for jury duty in state or federal court; or who otherwise expects to be absent from the voting precinct on election day of the special bond election by making mak-ing application in the manner and within the time provided by law, either in person or by mail at the office of the County Clerk at the Garfield County Courthouse, 55 South Main Street, Panguitch, Utah. NOTICE IS FURTHER GIVEN that on Monday, November 9, 1998, at the hour of 12:00 o'clock Noon, that being a day not later than ten (10) days after the special spe-cial bond election, the Board of Commissioners of Garfield County will meet at the Garfield County courthouse, 55 South Main Street Panguitch, Utah to canvass the returns and declare the results of the special bond election.
