Show Panguitch City Council Tells of Actions The Panguitch City Council minutes of March 22 show the following actions with Mayor Jon Torgerson conducting the meeting and Councilmen Jim Hatch, Frank Houston, Denny Orton and Brian Foy present. Also present were City Manager Bruce Fullmer, City Attorney Pat Nolan and City Recorder Karen Breinholt. Panguitch High School principal Bennett Josie informed the council that PHS would like to take advantage of the promised complimentary cable television hookup. Fullmer was directed to write the cable company and request the hookup for the high school. Panguitch Lions Club president Gale Wilcock met with the Council to request a donation of funds for the restroom project at the rodeo grounds. Wilcock estimated the cost at $6,000 with all labor to be donated except for laying the block. Fullmer explained that Panguitch City and Garfield County share utility expenses of the rodeo grounds and each pays $500 annually toward the cost of maintenance. He said the Lions club may want to use a portion of the maintenance fund toward the restrooms.. Wilcock asked for permission to use the City's equipment in construction. The Council voted $500 toward construction of the restrooms. Earl Roe, representing the Panguitch City Cemetery Board, said that he had received an application from the city's maintenance crew, Joe Decker and Bob Crosby, for the caretaker's job at the cemetery. He said the crew stated they would work after hours and on weekends on the cemetery. The council had no objection to the men taking the job. Fullmer indicated to the council where proposed water line extensions would be developed if approved although the council elected to table the matter until all principals could be present for discussion. On the on-going issue of excavation by Jerry's Ready Mix owned by Jerald Mosdell, the council, after considerable discussion determined that "Mosdell will not excavate any closer than 200 feet from the south boundary of his property, which fronts along the existing 300 North Street in Panguitch" and that the "City will permit Mosdell to excavate within the fenced area, north of the fence, which is the extension of the existing 400 East Street of Panguitch City, for a total of 100 feet." The council also decided that within a period of 12 months, Mosdell must fill and grade to the previous condition as the existing condition south of the fence. Jim Dodds and Joe Decker requested to be allowed to use excess culinary water at the headhouse, offering to furnish pipe and labor to carry the excess water to the Dodds property. The council decided to table the matter to allow , time to study the feasibility of in-1 stalling a clayton valve after con- j sulation with City engineer Ralph j Watson. Fullmer reported on his attendance at a flood control workshop and explained that Panguitch City is adequately covered through the National Flood Insurance Program, making it possible for an individual to go to an insurance agency to purchase flood insurance for $307.50. The minutes indicated that a study can be made to evaluate every section in the city to determine the amount of potential flooding in the event of a break at the dam at Panguitch Lake. An earlier study by the Forest Service indicated that the homes in the west area of the city would be flooded. Fullmer said that a new study would not cost the City.and Mayor Torgerson asked for a 'consultation on the matter. |
