Show SCHOOL BOARD MESSAGE 12 The School Board has a number of things that we are watching happen and many challenges to our schools. As a board, we net to direct the administration and they then cany out the work. Our decisions are binding only after vote I?' and none of us can dictate policy without a majority. Weighty decisions: Each board member has his own personal basis for decisions, but all decisions have to weighed on the scale of how it will effect the part (individual person, group, or school making the request) on one hand ag. inst the whole ( the entire school district) on the other. Polir Manual: This last year the administration has completely reviewed and updated the entire policy manual for tli district. The depth of it rivals a Tom Chancy novel, though it is not as entertaining reading. If this report entertains you, you will be thrilled to read the policy manual. There is a policy written for just about every situation you Ci ' imagine. Building projects: At the first of 1997, the district patrons passed a bond for about S5M. to build an addition at Ec t Elementary, a physical education facility at Altamont, and rcpairrcplace some roofs. We have been fortunate that the projects came in near enough to budget that additional funds from the bond (contingent funds) are available to replace the smoky furnace at Ncola. All these projects have started or will in the coming summer. Budget concerns: Last spring, after observing that we were using significant Maintenance and Operation funds to supplement district activities, and after having to bond for roof repairs, (the M and O fund should pay for roof repairs, not bond money) we invited a citizens committee, comprised of intelligent and responsible patrons, to evaluate our district Activity and Special Transportation budgets. Their work was greatly appreciated. Partly in response to their work, the activity miles were curtailed. This has caused, at the least, inconvenience at most schools, and, in some cases, impossibility to comply. We are sympathetic to these problems and are accommodating reasonable needs. We will likely put together other committees to look at future concerns. Final comment: We are glad to be part of the Duchesne School District operation. staff and administration are conscientious, energetic and competent. Standing; John Hullinger, Supt.
