City Receives Complaints cause of odor bothering those nearby? Are sewer lagoons city council members last week. The sewer lagoons have been operating at tlicir present location for about 20 years serving as a collection point for raw sewage. An inspection last month by a field representative from the department of rural water turned up no violations, nor was the source of the smell able to be confirmed. The state official expressed doubt the odor from the ponds could travel as far away as had been reported, said Robert Jarrell, sewer superintendent for Roosevelt "He said the smell must be coming from a marsh." So far however, no other potential source for the smell has been identified. City council members told the residents the city will monitor gases coming from the lagoons to determine if the ponds are responsible for the smell. The odor has been a problem for about 15 years, but has been a real irritant for about the past three years, says Lila Rich, the lagoons closest neighbor. Fiber has been installed from Park City to Lapoint, but the two projects to complete the 12 miles into Vernal and to connect it from Park City to Salt Lake City were canceled. According to Kevin Taylor Utah General Manager for US West the two projects fell victim to higher competition for US West on the Wasatch Front. Much of the competition has an advantage under the Telecommunications Reform Act of 1996. Taylor said the Telecommunications Act makes new development available to all competition, encourages low wage jobs, encourages and will wholesale rates for urban and rural areas.
