According to Clair Hopkins, district director of the Administration, no funds can be allocated to directly help these businesses until Utah has been designated as a disaster area by the Federal Disaster Assistance Administration. Hopkins explained businesses hurt by disasters are eligible for direct loans from the federal government at about 6.6 percent interest. Earl Hansen, executive director of the Utah Ski Association, said association members have urged Reps.
