Coon, King and Knowlston were retained to conduct the environmental impact study. Public location and design hearings will be held in order to maximize public input. Federal funds will pay between 90 and 95 of the project. The remainder will be raised locally, probably as collector road funds from state gasoline taxes. Construction is planned in two phases, the first to run from 7th South to 21st South and the second from 21st to 156th South. The west valley artery is intended to connect the ever increasing southern population of Riverton, South and West Jordan and Murray with the Salt Lake International Airport and the private aviation airport and downtown Salt Lake. A friend of mine who works at the state legislature showed me a trick the other day that involved changing a fifty-cepiece into a penny. For a mere $20, he had nt purchased the tools to perform this magnificent fete. Im sure he'll get $20 worth of enjoyment from his investment, even though he loses 49 cents each time the trick is performed. But what concerned me, is that he might teach the trick to his employer. Already I have seen bills which, to my mind, are reasonably good attempts at accomplishing the same thing. Although they fall far short of reducing 50 cents to a penny, for they use the magic they work is more sophisticated To trick in occurs and the some, the your money your pocket. magic comes so easy, they dont realize what they have wrought until, once reinstated as private citizens, they try to balance their own budget. Fortunately, most legislators do not support nor attempt magic acts designed to decrease the amount of money in your pocket. The trick appears to be on them. We expect legislators to produce magic by providing the same or increased services for the same or less money. Legislators, like television producers, tend to give us what we want. One of those items on this session's agenda is the disappearance of sales tax on food. Senate Bill 27 goes something like this: First, all food is defined. (Suffice it to say that spiritous beverages, medicines and preparations in all forms are not included.) Secondly, food is exempt from sales tax. That trick is how we can maintain the same level of services if we do away with the sales tax on food. The solution is simple: The sales, use, and excise tax remaining will be increased from 4 percent to 4 percent and gradually reduced back to 4 percent by Oct. 1, 1980.
