Van dc Graa ff Executive Director, Utah Petroleum Association The continuing shortage of natural gas in the United States should be a major source of worry for all Americans. However, unless unusually severe winter weather occurs, most Americans are unlikely to be aware of the' shortfall. This lack of visible impact is due to two factors: 1. By curtailing supplies to industrial users over the summer, natural gas companies have managed to store up a safety margin of gas which will be available this winter. 2. As more natural gas supplies have been cut off to industrial users over the last few years, American industry has engaged in a substantial program of conversion to other fuels primarily imported oil. Thus while actual deliveries of natural gas to consumers will fall by over they will be off by only about 2 during the critical winter months. 4, This does not mean that the continuing erosion of domestic gas supplies has had no effect on Americans. Clearly when an industrial company switches from natural gas to imported oil, which could increase its energy costs by as much as 500, everyone consumers, workers and is hurt. This is not simply because the cost of gas is rising but because as the overall supply of gas declines, the cost of transporting the gas through the pipelines must be spread through fewer customers. And, unfortunately, a pipeline costs just as much to operate with a little gas going through it as it docs if it is completely full. The difference between full pipelines and half empty ones is reflected in the rising bill Americans pay for their natural gas. Thus, many of the costs of Americas continuing shortage of natural gas, such as creeping unemployment or slowed industrial growth are largely hidden from public view. While millions of Americans will go through the 1976-7- 7 season skeptical of the possibility of a natural gas crisis, the continuing shortage is indeed real. Rising utility rates, increasing consumer prices generally and the loss of new and existing jobs every year, all signal the deepening shortage of natural gas and its effect on the nation. Unfortunately at a time the nature of the crisis becomes clear and believable, it may be too late to effect the necessary industry efforts and government programs to avert a serious national crisis.
