Other things being equal, there is a high degree of correlation between educational training and income, particulraly for males. According to the 1970 census, the median income for a family in Duchesne Co., during 1969 was $7, 572.00. For the state as a whole, the median family income in 1969 was $9,320. The Foundation report observes that the number of wage earners in a family as well as the income-earninopportunities In a community are factors accounting for some of the family income level differences reported in various sections of the state. Although Utah consistently has led the nation in educational attainment, it often has been criticized for failing to prepare young people for the job opportunities available in the state. As a result, over the years many thousands of Utahns who completed their educational training in Utah schools and colleges left the state in search of better professional and employment opportunities. During recent years, however, there has been a strong movement in the state and the nation to promote the concept of career education. Career education is designed to expose every pupil to the world of work, to explore career opportunities, to encourage a career choice with the opportunity to change directions at any time, and to develop marketable skills in keeping with a student's aptitudes, interests, and desires. While most business leaders and educators in Utah agree that public education still falls far short in fully meeting the needs of the community, considerable progress has been made in fostering the objectives of carper education. The Foundation report cites the added funds, the new courses and programs, and the increased interest and enrollments in vocational and technical classes during the past five years as evidence of this progress. Utah leads Nation in adult education In 1970 the median number of years of schooling completed by all adults, 25 years of age and over, in Duchesne Co., was 12.1 years. This was reported by Utah Foundation, the private research organization in their analysis of education and income levels in Utah. The Foundation study shows that of Duchesne County adult popula10.8 tion had completed at least four years of had finished twelve or college, 64.0 more years of schooling, and only 1.6 had completed less than five years of formal education. According to the report, Utah has led the entire nation in the median number of years of formal schooling completed by its adult population in every decennial census since 1940. Utah also leads the nation in the percentage of its adult population who have completed high school and ranks third among the states in the proportion who have completed four or more years of college. Social Security Social security benefits were being paid to residents of Duchesne County at a rate of $121,000 a month at the close of 1972, Mr. Torgeaen, Social Security manager in Salt Lake, said today. Of the Social Security beneficiaries living in Duchesne county, 628 are retired workers and their dependents. Another 270 are receiving benefits as the survivors of workers who have died, and 144 are getting benefits as disabled workers or their dependents. Mr. Torgesen pointed out that although most social security beneficiaries are older people, about one out of every four is under age 60. In Duchesne county, 340 people under age 60 are collecting social security payments each month. More than 200 are under age 18, receiving payments because a working father or mother had died or is getting social security disability or retirement benefits. Most of the 25 beneficiaries in Duchesne county between 18 and 22 years of age, are getting student's benefits under a provision in the social security law permitting the continuation of a chld's benefits beyond his 18th birthday, and up to age 22, if the child is attending school full time. Also in this age group, Mr. Torgesen said, are some other types of beneficiaries, illustrating the broad family protection that the social security program provides workers of all ages. Some are children of retired, disabled, or deceased workers who became disabled before they reached 22 and who will probably never be able to work and become The monthly benefits of these young people, severely handicapped by physical or mental disabilities, will continue indefinitely. Benefits are also payable to the mother If the disabled son or daughter is in the mother's care. Mr. Torgesen said that another relatively small but significant group of youthful social security beneficiaries are those who are receiving benefits as disabled workers.
