The hazardous waste to be processed by the facility would be almost exclusively waste materials petrochemical-basesuch as industrial solvents used oils and by products from agricultural pesticide manufacturing All liquid materials and some solids would be destroyed by incineration Ash from incinerator and certain solid materials would be securely deposited in a landfill The landfill would be surrounded top and bottom by two envelopes each consisting of a combination of high density polyethylene and impervious clay What it isn’t: Rollins has stated that their facilities would never handle radio active wastes The group of officials had been approached by Rollins to consider the possibility of locating a hazardous waste facility in Millard County According to Rollins the facility could 150 persons employ approximately having a wide variety of skills including skilled plant operators graduate chemists accountants and manageMost of the work ment personnel force would likely come from the Millard County area Several questions had been raised about the soundness of locating these facilities in our community so the oflook ficials decided to get a at several of them They stopped in Deer Park Texas (near Houston) Baton Rouge Louisiana and Logan Township New Jersey Their purposes were to study how hazardous waste facilities operate to personally review environmental impacts on the communities and to investigate reported problems and how they have been The Utah legislators and resolved Millard County and Lynndyl Town officials met with State and local government officials at each of the plant locations Additionally they visited with citizens andor public officials from the communities to discuss both community impacts and community cooperative efforts by Rollins The first inches of snow and the struggling economy in Millard County Mayor Keith Gillins of Fillmore heads into the new year with an optimistic outlook “I am optimistic about 1988 with a good five member City Council” he commented recently “There are three new Limburg Mike Rhinehart and Charles Ferguson-wi- th new ideas” The newly elected council members were formally installed at the Council 4 January ding a way to have a new swimming pool facility for all of East Millard County “We are going to be very aggressive in this endeavor” The Swimming Pool Committee continues to be quite active At this date a public opinion poll has been distributed to East Millard residents The results will be tallied and carefully assessed by committee members In other areas the Mayor says there The are no new developments Mushroom Farm is operating normally and plans for the Industrial Park are somewhat idle When a spokesman for the Amenities Group Incorporated California corporation that purchased the commercial land in Fillmore last May last was in contact with the City about three months ago he said AGI is pursuing its goals t teen years This plant receives both quid and solid wastes by truck and rail All trucks entering the plant are first analyzed by the Rollins chemistry laboratory before being allowed into the processing area The Millard officials reviewed the waste material identification papers (waste data sheets) which accompany the waste at all times from its origin through processing and The central control final disposal facility was observed during incineration of waste materials Of particular interest to the local group was the continuous monitoring of both combustion and stack conditions Temperatures and stack gas composition are closely controlled to assure complete burning of the waste materials When any one conditions is not met the of the incinerator automatically shuts off the waste streams but continues to control and monitor all operating conditions The Mayor of Deer Park and head of the Crisis and Emergency Response (CAER) unit for the area met with the Millard group at lunch The Mayor discussed the issues of taxes and provision of municipal services to the Rollins facility The CAER unit is a cooperative venture of the city and dustry in the area It involves the entire range of emergency services to the City’s industrial area One of the highlights of the trip was a discussion session with one of the citizen community leaders in Baton State 2A Wrestling to be in Delta It has been 17 years since Delta has hosted a state championship wrestling tournament This year on Friday and Saturday February 5 and 6 the state 2A wrestling finals will be in Delta Plan to attend this eventful event Delta will be going for its 20th state the fourth in a row championship Rouge Mrs Mary McCastle She had been reported to be “one tough lady” and had led a campaign to achieve an improved community participation One of that program by Rollins group’s principal objectives had been the elimination of odors from a sludgesoil farming operation which Rollins had once used She described how her current efforts with Rollins are directed to the outfitting and operation of a Senior Citizens Center in the local community as well as other community projects She also identified some important features of the Company’s The group community involvement also met with Warren Byrd of the Louisiana Attorney General’s office to get his perspective of the Rollins operation and discuss his involvement Because of reports of action against Rollins by Louisiana state officials the Millard County group definitely planned to meet with these people John Koury the Assistant Secretary of the Louisiana Department of Environmental Quality and Bill Greenwich head of the Permits Section of DEQ discussed prior and current Rollins Mr Koury was the Adoperations ministrative Law Judge appointed by the State of Louisiana to review the citations given to Rollins in the incinerator emissions case of August 5 1985 He indicated that he only found Rollins in violation of two minor provisions: lack of maintenance on a waste injector nozzle valve and an approximately one to six minute emission of smoke Both Mr Koury and Mr Greenwich indicated that over the past couple of years Rollins has had exemplary operation with no violations At the Baton Rouge site the Millard County group was able to see the operation of a new technology landfill In this landfill the wastes are encapsulated by a double layer of High Denas well as two imsity Polyethylene permeable clay layers The landfill had a comprehensive groundwater monitoring system installed plus an immediate lead detection system for early warning in the event of moisture or leachate penetration of the first liner system The Baton Rouge incinerator was an interesting facility because it is one of the older Rollins facilities and is being upgraded with newer technology equipment A brand new incinerator facility is also being planned for this site The local officials were able to see the continuous gas sampling and monitoring equipment which uses a process similar to the gas scrubbing pollution control equipment on the incinerator Baton Rouge Parish (County) officials were present during and after the tour of the incinerator and landfill A question and answer period was held with them after the tour Snow and cold greeted the group in Logan Township New Jersey which located about 20 miles southeast of Philadelphia However a warm reception was given by the Township CounMr Noble cilman Robert Noble discussed at length the necessary cooperative relationships between local stated He and industry government quite strongly that he is very pleased with the relationships his local government has with Rollins He took the group on a tour of new housing developments in the vicinity of the Rollins facilities to demonstrate that the industry has not adversely impacted growth and
