Israel said two of the Moslem guerrillas involved in the ambush Monday had been captured. Prime Minister Rashid Karami said Lebanon would protest the Israeli raid to the U.N. Security Council. The state radio called the operation an outright new invasion. It was Israels largest operation since withdrawing most of its troops from south Lebanon last June after three years of occupation. Shortly before Powells order was issued, the Florida Attorney Generals Office filed a response with Si preme Court, opposing a stay for Bundy. Assistant Attorney General Gregory Costas said Bundy's request for a stay did not provide a basis for concluding there is a substantial likelihood that the lower courts decision would be reversed. Bundy filed the stay application himself, but did not address any of the legal issues of the case.
