By Douglas L Parker Tribune Political Editor Two veteran state lawmakers disagreed Thursday over the influence exerted by the Church of Jesus Christ of Latter-da- y Saints in taking the steam out of legislative efforts toward securing a new flat-rat- e income tax system House minority leader Rep Mike Dmitrich maintained the flat tax bill was ‘‘defeated by downtown” referring to some of the freshman Democratic representatives backing away from support after meeting with LDS officials However Sen Richard J Carling Lake City said Senate Republicans were already skeptical of making a drastic change in the income tax structure because of uncertainty over collections and this attitude wasn't influenced particularly by the LDS Church The legislators appeared at the University of Utah’s Hinckley Institute of Politics to appraise the results of the y Legislature's regular session which adjourned last A Housa-passe- proposal called for a lower flat-ta- x d rate of taxation on all income groups in exchange for dropping most tax deductions including one for charita- ble and religious contributions But before Senate consideration the LDS Church cautioned the flat tax should be further studied There wasn't much consideration among senators over losing a deduction for LDS tithing Sen Carling said Faithful Mormons would tithe regardless whether it was deductible from the income tax he said veteran In Senate ranks said Sen Carling a there was a broader concern that lack of charitable deductions could be "crippling to a variety of institutions” not just in inhibiting donations to churches but such other agencies as the United Fund or Primary Children's Hospital Sen Carling said he wasn’t contacted by the LDS Church on the bill legislator said he believed the Rep
