Show Latin Peace Lies With Contadora By Sol M Linowltz Reprinted By Permission The United States must seriously reconsider its policy toward Nicaragua A majority of the American people have opposed that policy from the outset as have US allies and friends in Europe and Latin America The congressional coalition that approved aid for the Contras’ military campaign against the Sandinis-ta- s a few months ago was fragile to begin with It has now ''been all but shattered by the revelation of secret and probably illegal transfer of US funds to the Contras Congress appears likely to block any further military initiatives against Nicaragua Washington must find a way other than armed force to confront whatever security challenges Nicaragua poses in Central America Contadora is where the United States should now turn It should have done so long ago This collective peace effort of four Latin American countries — Columbia Mexico Panama and Venezvela — has from its inception in 1S3 represented the best hope for achieving a secure peace in Central America Washington has for some time supported Contadora rhetorically But US actions to date have been at to the negotiating process and at odds with specific requests from the Contadora nations For nearly four years the Contadora nations have persisted in their effort to bring peace to Central America They have made real progress although much remains to be cross-purpos- done Contadora’s most important achievement has been to formulate a comprehensive framework for a regional settlement All relevant parties including the United States and Sol M Lioowiti the of bat Dialogue served as of the Panama Canal Treaties and ns US to tbe Organisation of American States TUs article Is reprinted from tbe San Frnaciso Chronicle and was provided by tbe Beyond War Foundation of Palo Alto Calif Iater-Amerie- or Nicaragua have agreed on the basic principles put forth by Contadora for such a settlement Contadora has also produced a draft peace treaty which has now been through several rounds of revision and modifications The treaty is still far from perfect but it has advanced sufficiently to be a sound basis for a workable security agree- The Salt Lake Tribune conflict by curtailing international military maneuvers prohibiting foreign military bases and training facilities halting arms imports and eliminating arms trafficking and other outside support for insurgent movements Other security provisions mandate future negotiations to limit the number and role of foreign military advisers as well as the size and weaponry of the region’s armed forces These arrangements if implemented could end Central America's war and guarantee the security of all Central American naEast-We- New York Times Service — The President by and unth the Advice and Consent of the Senate shall appoint Ambassadors other public Ministers and Consuls Judges of the Supreme Court and all other Offibut cers of the United States the Congress may by Law vest the Appointment of such inferior Officers as they think proper in the President alone in the Courts of Law or in the Heads of Departments — US Constitution Article The Public Forum Tribune Readers’ Opinions Farmers on Welfare Recent articles show that "transfer payments” the transfer of income from tne producing portions of society to those rendering no service for such payments — welfare unemployment compensation Social Security etc amounted to 147 percent of total personal income However there is another transfer payment not included in that percentage And it isn’t even considered a transfer payment yet Otis Pike wrote about it (Tribune Feb 16) "Our failed agricultural programs will cost the US taxpayers 2S billion this year alone” Moreover the article revealed "the net income of all farmers in this nation was estimated by the agriculture department to be 828 billion or only 63 billion more than the farmers received from the taxpayers” Could that be true? Is US agriculture existing only because the American taxpayer via government transfer payments is keeping it alive? And if that is true should agriculture exist anymore as an American Industry? Is such welfare to the farmer being maintained essentially to allow the heavily indebted farmer to continue making payments to the bank for if the farmer doesn’t pay the banking system would be in a heap of trouble? ROBERT J DETTMAN an effective peace plan that war persists in CenIt Forum Rules Is not for lack of tral America Contadora has already produced that It is instead political will that is lacking The Contadora countries are primarily mediators They cannot end the conflicts unless the parties themselves want to make peace and are prepared to work toward that goal Progress toward peace In Central America depends on the willingness of both Nicaragua and the Uqited States to compromise As specified in the proposed Contadora treaty the Sandinista government will have to agree to end its support for guerrilla movements loosen its ties to the Soviet Union and Cuba withdraw military advisers and reduce arms acquisitions from the Soviet bloc and accept limitations on the size of its army But it is the attitude of the US government that is is especially crucial Although the United States would not be a formal signatory to the treaty no agreement is possible without Washington’s concurrence The Contadora peace effort cannot succeed as long as the United States insists that the Sandinistas surrender or dismantle their government It can only succeed if Washington is prepared to negotiate a verifiable security agreement with the Sandinistas and to stop trying to overthrow their government Beyond its alms of peace and security the Contadora treaty commits all the countries of Central America to the goals of internal reconciliation political pluralism and democracy The United States and other countries of the hemisphere are right to press Nicaragua to move in these directions and must do so firmly But the negotiation of a secure peace should not be held hostage to the accomplishment of political reform in Nicaragua First things first Once regional security arrangements are in place and the region’s destructive wars are ended then democratic governments throughout the Americas should work together — through diplomatic and political means not military force — to promote democratic progress in Nicaragua Public Forum letters must be submitted exclusively to The Tribune and bear writer’s full name signature and address Names must be printed on political letters but may be withheld for good reason on others Writers are limited to one letter every 10 days Preference will be given to short typewritten (double spaced) letters permitting us of the writer’s true name All letters are subject to condensation Mall to tbe Public Forum The Salt Lake Tribune PO Box 867 Salt Lake City Utah Profile in Courage Gov Bangerter is a courageous chief executive He has received much undue criticism because of the poor economic conditions in Utah and because of his proposal to raise taxes The governor did not cause the closing of USX in Utah County he did not cause foreign competition to eat away at our workers’ jobs he did not cause the Great Salt Lake to rise to record heights nor did he cause the destructive floods that drained our resources Norm Bangerter during his campaign for governor promised not to ask for a tax raise for two years He has kept his promise He also said during the two years he would determine what future money needs the people and government must have to create a quality lifestyle in Utah The extremely high raise in taxes is a courageous action by our governor Let's remember there are many in our society who said these tax increases are still not enough We should be proud of our governor and appreciate his honest and forthright manner in leading our state through a trying time to solve problems he did not create JERRY HARROP Ogden on committee meetings also ac- complished via a sharing arrangement utilizing public-acces- s stations in Utah Specifically this pool arrangement would be produced in cooperation with public and private television stations in Utah The conthe cept could be based upon public-acces- s cable network that covers Congress Live and delayed coverage of local city council and county commission meetings would be a spin off of the Legislature coverage Getting the public to participate on e an basis with government should be a major objective for the coming decade Now arrives the time to get the people to speak out on these suggestions RN GOLDBERGER on-lin- Revelation courts That was in 1879 in the case of Ex parte Stebold Congress had created the office of election supervisors and directed the federal courts to pick them The law was challenged on the ground that the supervisors were too executive in their duties to be named by- judges But Justice Bradley for the Supreme Court said Article II authorized Congress to follow Just that course A fallback argument by opponents of the Independent Counsel Act Is that prosecutors are too important to be "inferior officers” But the Constitution confides that decision to Congress It says Congress may vest the appointment of such inferior officers "as they think proper" — "they” meaning Congress It would be hard - ' pendence from the president In 1935 the Supreme Court unanimously upheld against Franklin Roosevelt a law protecting federal trade commissioners from dismissal at will by the president The court said thr$ could be no doubt of Congress’ right to create administrative agencies and require them to act ”indeperf dently of executive control" If the Independent counsel act is invalid then very likely our administrative agencies are unconstitutional And that is what important figures In the Reagan Justice Department would like to bring about They have been looking for a chance to argiie that the president must control all administrative functions in government that there can be no independent agencies In short the argument over special bly less painful prosecutors is really an argument The shrinking size of families may about power An executive already have nothing at all to do with telling inflated beyond the imagination ftf kids you hoped that someday they’d the framers wants more power We are even told in an age of executive have teenagers abuses that investigations of the president must be subject to the presIt’s easier to be understanding about nasty people if you remember ident's control But the framers in that every snarling dog was once a 1787 did not write a charter for cuddly puppy While the satellite may not be any more effective than rheumatism in forecasting weather it is considera- An article in the Feb 23 paper tells of “the prophet” of "the church” telling its young women not to limit the numbers of children they have in fa- vor of household luxury Seems to me that in the present education crisis education could become “a household luxury” Where is the responsibility of education if not within the family? I think "the church” needs “a revelation” putting the responsibility of one's family size where it belongs — on the parents who choose to have more children than they can afford to educate Our three children are all through school now except college and we are anticipating retirement not paying taxes to pay for the neighbor’s oversized family SHIRLEYANN RIDDLE Bountiful No Taps’ for Bud 84110 Capner-Gibs- related should be televised This could be II Section 2 We have had many theories on how to interpret the Constitution Now we have a novel one: Ignore the actual words of a constitutional provision and look instead to what the framers had generally in mind when they planned our government That is the real gist of the argument made by lawyers for Col Oliver North and others against the law that has judges appoint independent counsel to investigate wrongdoing in the executive branch It is a strange argument far removed from precedent and reason The text of the Constitution quoted above explicitly authorizes Congress to have federal courts appoint “inferior officers" of government That is exactly what Congress did after Watergate when it wrote the independent counsel statute How can the statute be unconstitutional? North’s lawyers and the rest claim that the law violates the separation of powers The prosecution of crime is an executive function they say so prosecutors have to be appointed by the president The separation of powers is a vital doctrine in our system but it is not so mechanical The Framers did not put the three branches of government in separate airtight boxes To the con- trary they often overlapped powers If there is something untidy about courts making appointments the short answer is that the Framers made that choice Moreover the Supreme Court long ago rejected an attack on the constitutionality of appointments by more complete Finally it is said that however sweeping the language of Article II it cannot have been meant to let judges appoint officials remote from the courts: to appoint say State Department officials But even if one reads such a constraint into the text prosecutors are hardly remote from the business of the courts In fact federal courts have been appointing prosecutors for nearly 109 years A statute gives the courts power to name Interim U S attorneys when there are vacancies in any of the districts around the country The power is often used there is a US attorney in Boston to phrase a discretion BOSTON st tions All 6 1987 Constitution Is Clear Despite North And His Lawyers’ Feeble Defense ment It seeks to remove the region from the Friday March Report Ted Capner of KUED Television and Roy Gibson of 901 Radio (FM) XUER should team up to produce a nightly version of the MacNeil-LehrReport I am sure other public television stations in Utah and surrounding states would purchase such a quality show This idea should be posted out and given public input A locally produced nightly business report modeled after the Nightly Business Report could be carried on Channel 7 after 7 pm I would be interested in the reaction from major area corporations and foundations regarding this Full coverage live and delayed of the Legislature House and Senate and er If Robert McFarlane bad meant to end it all he would have found a cheap motel and swallowed a handful of barbiturates instead of gulping America's favorite prescription drug at home Look at McFarlane’s plight: once Reagan's national security adviser now cut adrift by the administration he served the president colleagues and intimates discrediting his testimony leaving this painto take the fully precise fall The crisis was inexorable unavoidable I neither criticize nor Judge him but see it as another manifestation of the rot of the Reaganarchy The day after the "attempt” the White House press secretary avoided comment: "Mr McFarlane is a private citizen” So the curtain of silence descends on the destruction (sacrifice) of Bud McFarlane No Taps will be blown at Arlington but his credibility is dead Now perhaps Ed Meese should grow gallstones and George Bush acquire impacted wisdom teeth My own symptom is severe angina glutea from the whole sleazy mess CHARLES FREED Iran-Cont- SO Year national Anniversary ra Celebration!
