' CHICAGO — If consumers put credence into surveys then Hampton Inn Best Western Residence Inn and Four Seasons must be in hotel heaven The four were deemed to have the best hostelries in economy moderate-price- d highpriced and luxury categories by subscribers of Consumer Reports In a survey of frequent travelers nductec by Zagat Surveys a corn- pany owned by Nina and Tim Zagat that normally scrutinize hotels and restaurants American Airlines won bragging rights as the best domestic carrier while Singapore and Swissair were selected as the top foreign 1 -
