Half the street crimes and almost 35 of the property offenses in the U.S. are committed by drug addicts, each of whom averages $25,000 annually to support his habit. There are about 450,000 addicts in the U.S., 100,000 in France, 40,000 in West Germany. s of the heroin entering the U.S. at this time is of Mexican origin, but most of the worlds illicit opium production is in the golden triangle of Burma, Laos and Thailand. Elsewhere, Pakistan and Afghanistan are increasing their production tremendously. In 1978 the two countries produced an opium crop somewhere between 800 and 1000 tons, the equiyalent of 80 or 100 tons of heroin. Based on the illicit street price of heroin in New York City, that crop is worth $200 billion. The United Nations Fund for Drug Abuse Control is trying to help Afghanistan and Pakistan create economic alternatives to opium poppy cultivation, but it has limited funds. Peter Bensinger of the U.S. Drug Enforcement Administration is a world leader in the fight to halt the flow of narcotics at their source. He is finding the going rough largely because the traffic in heroin is so profitable that it enlists the talents of some of the worlds most wily men and women, diplomats included.
