He pointed out that students from all income levels may be eligible for some type of financing arrangements. Todd said the college has historically had very low levels of participation in programs designed to fund students educational costs. The current levels of participation are significantly below institutions with similar populations with a need for education funding. We are competing internationally for jobs now, Todd said. We have to have higher training for better jobs and those jobs will attract more industry into the county and gradually change our status as the county with the second highest poverty rate. The training program Dr. Todd will implement is designed for financial aid advisors, to help them develop professional skills and backgrounds necessary to implement financial aid gram changes that the pro- assess- ment study identified as needed. Theres a need for basic financial aid staff training to provide greater support to the community so they can take advantage of the programs the college provides. Dr. Todd holds a Ph.D. in Higher Education Administration from the Community College Leadership Program of the University of Texas at Austin, an M.A. in Higher Education Administration and a B.A. in Social Studies from Ball State University. Todd, the founder of Todd & Associates, the nations oldest financial aid facilities management service, has helped improve opportunities for more than two million student to make use of financial services valued at well over $4 billion. Dr. Todds initial national recognition in education circles was the result of his work at the university of Houston in the early 1970s. His model for community outreach involving scholarships and educational financing service delivery enabled a network of secondary schools, community colleges and the university to make use of available funds and educational programs that dramatically explained education opportunity and increased student success. His work was so widely valued that the U.S. Department ofEducation recruited him to the U.S. Regional Office of Education to provide organizational and technical support to more than 350 colleges and schools in the Southwest.
