and form one city but only if it doesn’t cost Layton one red cent and only if East Layton first goes out of existence Layton also made it clear that the situation was not negotiable The step puts the ball back in the East Layton court The East Lay-to- n City Council which meets Tuesday must decide if it is willing to go along with Layton’s decision If not Layton said there’s no sense in any further discussion East Layton Mayor Delyn Yeates said he think didn’t person- ally there would be any problem with going the route Layton wants At the very least he said he hoped the East Layton City Council would give the residents of East Layton a chance to vote on the queston East Layton decided in June to look into the possibility of merging with Layton c An committee of the mayors and some councilmen from each city met Thursday night to go over the two main methods of merging the two cities Briefly the cities can either consolidate or one of the cities can dissolve itself and then annex into the other Lawyers Bruce Barton for Lay-to- n and Steve Bailey for East Lay-to- n went over the alternatives If the two cities consolidate under state law then both cities must hold elections on time as big as East Layton Consolidation would require an election he said and that would about $5000 There would also be the problem of conflicting laws between the two cities that would take a lot of work to resolve The annexation route is preferable from Layton’s point of view he said because Layton doesn’t have to do anything but annex East Layton or what used to be East -- Reg al- $289 Three
