State considers halfway house for Price area There will be no satellite prison built in Carbon County, but residents should have open minds as they consider the possibility of a halfway house being built here as early as 1986. That was the message Tuesday from Aaron H. Flores, local member of the state Board of Corrections, to a group of social service and law enforcement agency heads in Price. Flores met with the Interagency Coordinating Council to quell rumors that the state is consecure sidering building a in Price to allevi. te facility overcrowding at the Utah State Prison in Draper. Flores said state officials have never considered placing such a facility in southeastern Utah. What might come here is a d 40-be- correctional community center, he said. That is still a distant possibility, but Flores said if it happens, he hopes the agency heads would assist in educating the public about the need for such a facility. Flores said the Board of Corrections would meet next January to determine which location outside the Wasatch Front would be best for a halfway house and that Carbon County would be one possibility. Funding is so tight, however, that the halfway house could not be completed before 1986 or 1987, he added. He noted that the state prison was only designed for 900 inmates but now houses more than 1,000. The overcrowding makes for all kinds of unrest, he said. Officials can exercise more control in smaller prisons, he added, pointing out that Utah is one of only a few states with one large prison instead of several smaller ones. Flores said prisoners in a halfway house are those who will be released anyway within six months. The community facility slowly reintroduces them into society, helps them to find jobs and overcomes the temptation for them to return to crime, he added. Sheriff A.
