Show 5 Viewing The Legislature Leilm Dear Editor, West Valley Lodge No. 4 of the Fraternal Order of Police does not support an ordinance proposed by city officials creating a public safety department. , Since 1982, Utah has been concerned about above normal precipitation and the effects on the Great Salt Lake. After three years (1984), the threats were real and all authorities began doing intense studies on flood problems. The Legislature passed the causeway breach bill and with it the lake was lowered by about 13 inches which brought some help. During this time everybody felt that coming years would bring less moisture so the worst of our problems would be over and 1985 was better, but still not down to normal 1986 and excessive moisture again. The chief points to consider are: -- The lake has risen over 11 feet in the last four years. -- The surface of the lake now covers over 500,000 new acres of land. -- The lake has doubled in volume, from 15 million acre feet to 30 million. -Property damage and flood related costs now total over $175 million. -- Further rising of the lake will create additional damage, especially transportation facilities like highways, the airport and railways. Several sewer and water treatment plants are now on the verge of serious flooding. -- The public facilities are the chief concern, but multiple locations of private properties also stand to receive much damage including several mineral companies around the lake. -- Just the threat to our transportation facilities appears reason enough to expend large amounts of money to prevent damage. We, at the crossroads of the west, would be crippled disastrously with these transportation problems. It is quite evident that we must do something. Several options have been studied but most do not offer enough effect versus the cost. Upstream storage reservoirs have been started in several locations but will not be effective enough for 10 years. Pumping from Utah Lake over the mountain to Cedar Valley was not cost effective. The diversion of the Bear River through the neuf River in Idaho was found unfeasible. Jeff Leatherwood hurled a shutout as the Yankees Nic DeLuca hit beat the Pirates his third homer. 5-- 5-- 6-- This ordinance would combine the traditional roles of the police and fire department. This concept was brought out in a study done by a blue ribbon committee which was commissioned by the city to study problems within the citys fire administration. This proposal however, was not the committees first recommendation. They suggest that the best solution was the creation of a fire district. Their second recommendation was to combine the police and fire department at the administrative level only. The ordiance as presently drafted proposes a consolidation on a much wider scale, cross training police officers to be firefighters and firefighters to be police officers. Continued on page 8 . City Issue To whom it may concern, The West Valley Firefighters (Local 2970 of The International Association of Firefighters) would like to formally go on the record in opposition to the proposed consolidation of police and fire in West Valley City. It js our intent, as professional firefightes, to serve our community and to safeguard and preserve life and property against the elements of fire and disaster. We, as professionals, feel that with the proposed consolidation of police and fire, the fire protection and emergency medical services will suffer greatly. This has been the case in numerous cities across the United States that have attempted policefire consolidation. If PSOs (public safety officers) were successful they would be the norm and not the exception. The West Valley City Fire Department was awarded The best fully paid fire dept, in Utah in 1983 by the Independent Insurance Agents of Utah. We have proven ourselves to the citizens of our community on hundreds of occasions. When we are called, we respond and we respond d well quickly, with trained engine companies. If the PSO concept were to be implemented, no longer would West Valley City hire professional firefighters or professional police officers. Beginning May 22, the only people hired to protect the citizens of d this community would be xk police officer and lk firefighter. He is opposed to the idea of merging the police and firefighting functions of our city into a group of public safety officers, and calls the idea totally unacceptable. Indicating differences between police and firefighters, Mr. Bensch says that firefighters never seek to punish or establish blame. I like to think that all professional police in West Valley City are out to provide safety, follow procedure and let the courts decide on blame and punishment. Bensch says Police Officers Being Accepted The emergency..., unlike firefighters. Every routine traffic stop made by a police officer is a potential life and death emergency. There are several other emotional statements made, none supported by any fact. I do agree with Mr. Benschs statement in his , last Councils and commisparagraph: sioners in financially strapped communities should take a closer look at consolidating their existing professional forces... The taxpayers of West Valley City can and should demand the best and most efficient use of their tax dollars. Because of losses of revenues, it is necessary to look for ways to cut costs. One of the areas that West Valley is looking at to save money is the consolidation of fire and police departments into a public safety department. Its true that we would not see an immediate savings, because of the need for training and equipment, but savings for the same services would be realized in the future. There is opposition to this proposal and there is nothing wrong with this. I just happen to think the information is all one sided. There are successful consolidations. Orem and West Jordan are examples. You will hear stories to the contrary, but if you really want to know, contact these cities yourself.
