NSL Council Approves Water Bond NORTH SALT LAKE North Salt Lake City Council has applied for a culinary water bond of $207,000 to improve the citys water system. .Mayor Robert Palmquist said that although it is a bond, water users must be notified of the 5 percent interest loan. If enough people are against the bond, we will not get it, he said. .Letters will be sent to water users telling them why the money is needed, how much it will cost, and exactly how it will be used. The present water system was built during World War II said Mayor with bad pipes, Palmquist, and it is leaking non-vote- d everywhere. There are two wells owned by the city, and water is being pumped uphill at a monthly cost of $6,000. He said that it would be less expensive to dig another well up higher. That would cost $30,000, but the water would not have to be pumped, which would save op the cost' of electricity and upkeep.
