elections recommended that C F no 6 for registration etc would not in their opinion be in the interest odthe of the territory therefore suggested that it do not pass the recommendation of the committee was adopted adolte d marshall reported from the committee on municipal corporations and towns recommending ahat bat 0 F 5 for the classification and government I 1 of ef municipalities and towns town be put upon its passage the report of ef the committee was adopted and the bill filed aled tor for second reading the president app appointed marshall smoot and carlisle on the part of the council to confer with the committee of the house on council joint resolution oll 1406 1405 on memorials marshall presented a memorial to be read by its title and referred to the joint committee on memorials addressed to the senate and house of Re represent presen natives of the united states protesting discriminating against alien owner ownership shiga of mining property on the ground t that t petition from sheriff jesse baldwin of beaver county tor for payment for services ser vicea in the second district court referred to the committee on claims and public accounts farnsworth presented the petition ot of wm win wood and 75 others of 0 min erhville ers ville beaver county fop fo an amendment to the fence laws and for the pa ment of a bounty for the destruction st of rabbits referred to the committee on agriculture hatch for the committee on OB rules recommended the adoption of the council concurrent resolution appointing a joint committee on memorial the house adopted the recommendation thurman for the committee on judiciary reported in favor of passing the bill for an act fixing the time when laws should go into effect adopted king tor for the committee on enrollment reported H R R no 7 the resolution opposing the reduction of the tariff on lead as having been correctly enrolled and a copy forwarded to delegate calne caine gt at washington report idled filed moyle for the committee on conference reported a new bill providing for the compilation of the laws of utah the bill was read it provides for the appointment of five persons three of whom are to be selected by the speaker of the house and two by the president of the council to make the compilation and report sot not later than march 1 aw the work ib i to be done under the supervision of the legislature if the committee find it impracticable to complete the ahe work by the date daie named they are to continue the work until finished and copies printed copies are to be furnished to public officers and to be placed en an sale at 5 per r copy to the public the bill passed its first and second reading hoge raised the point that the question was only on the report of the conference committee the chair ruled that as the bill had been reported as new matter therefore it was subject to the regular order there was some further discussion and the ruling of the bouse speaker eaker was sustained by vote ot of the house considerable debate followed upon the proposition to furnish county and precinct cinet officers with copies of et the freycinet Fre laws originally these officers had been excepted from the free distribution though they were least able to purchase the books hoge and richards advocated a general distribution of the laws to be held as property of the public offices king approved wanted the county courts to purchase the books for the use of county and precinct preci officers he considered that this gra era ious distribution was not properly be belonging lougin toabe to the territory Ferri tory richards charls Ri richards said it wade made no difference to him so long loing as the officers got the books whether the county coutts or the territory did the purchasing lne hut as the compilation was the work of the territory it should bear its 0 own n our eur den an amendment to include county and precinct as well as all other officers was adopted adopted the bill III as alA amended ended was then passed the speaker named thurman richards and hoge as the tb the tb part of the house to act on the compilation committee hoge hege introduced a bill for an act in relation to divorce for the more effectual protection of the lawful wife and to aid in the suppression of polygamy and polygamous practices he asked that it be re referred forred to the committee on judiciary he thought it would he accepted by all political partie sas it was in line with the recently adopted state constitution referred to the committee on judiciary dark clark a bill for an act amending section chapter 1 title UN of the laws of 1878 providing tor for hatt hail as a matter of right in all cases where the imprisonment for the offense does not exceed live five years and as a matter of discretion in all but capital cases A resolution was adopted authorizing the printing of bills before the house for consideration thurman presented a concurrent resolution instructing the
