Show 6B 26, 1977 DESERET NEWS, THURSDAY, MAY Sewer planners Mfn. Bell figures okay called into question Mountain Bolls 1977 budget overestimates costs and underestimates revenue in areas ranging from directory ' advertising to new telephone installations, two accountants testified Wed- nesday. The accountants, from Elmer Fox, . Westheimer and Co., were cross-- . examined Indore the Utah Public Ser- vice Commission on money adjust- ments they have recommended m the budget. ' Based on the budget, Mountain Bell is seeking about $1H million in rate increases. If granted, the increases ' would raise the average customers monthly bill about $1.50. The Elmer Fox firm is a consultant to the state Division of Public Utilities, which is acting as adversary to Moun-- . tain Bell in the proceeding One of the accountants, Merrill R. Norman, testifier! that he put up a red flag when he found that the 1977 Mountain Bell budget projected the f smallest percentage increase in direc- tory advertising revenue in four years. Further, he said, research showed the telephone company had traditionally underestimated the budgeted direc- tory revenues it actually accrued by plan 3-pl- ant The districts Murray City, Cottonwood Sanitary District, Salt like City Suburban Sanitary District No. 1, South Salt Lake City and Granger Hunter Improvement District have not agreed with a one- - or consolidation planned by the 208 federal water study. two-pla- Instead, the group decided it would be bed to have one plant in the south part ofthe county and two others in the north These would and 4150 .South. lie in the area of 33rd South The State Water Pollution Committee has stated that federal funds may be lost if the decision were made in favor of three regional plants instead of two. -- OPEfi DAILY A delay of three weeks has been granted in court proceedings against Dr. Robert C. Mohr, 47, 1905 Browning Ave., a Salt Lake City psychiatrist charged with two counts of assault, failure to stop for an officer and reckless driving. Salt Lake City Judge Melvin II Morris granted the delay on a motion by William R. Hyde, deputy Salt Lake County attorney. Hyde said his office was not satisfied with a psyc hiatrist's report on Dr. Mohr, who was arrested March 14 after a chase by police from the University of Utah campus to 5th East and McClelland Street. Dr. Mohr's attorney, Sumner J. Hatch, objected to any postponement of Wednesday's scheduled preliminary hearing for the assault cases and trial on the reckless driving charge. University of Utah police had charged with assault on two officers and assault by a prisoner. Hatch said psychiatric evaluations of Dr. Mohr were made in Ogden for the defense and in Salt Lake City for the prosecution. He said the defendant suffered organic brain damage in an apparent stroke at the time of the chase and did not intend to commit the violations. - HON. thru Fill. 10 4 W . t m sEfcES V7Tr,T a 7 United Mortgage Co. 1 2906 So. In January, revenue exceeded budget by $112,000. In February, the excess was $122,000. Surpluses for March and April were In a year when advertising volume was up 10 percent, and the advertising price had been raised 10 percent, you should expect revenue growth to be at least 20 percent, Norman said. Mountain Bell attorney Dennis Stack countered that Norman had made projected 1977 directory revenue growth rate seem low by comparing it with only three previous years. Revenue growth in 1973, Stack said, was lower than the 1977 projection. But Norman said information for deriving a 1973 growth rate wasnt available. Stack also accused Norman of failing to adjust revenues to consider the fact that some gains are only felt dunng the part of the year after a new directory is issued. Norman replied that he used the same procedure Mountain Bell accountants use to annualize all revenues. Other questions arose, said Norman, over Mountain Bells estimate of the number of new telephones Utahns would order by the end of 1977. He charged Mountain Bells estimate is 1,700 telephones short.
