The income from the golf course would have paid development of Mt Ogden Park at no cost to the Q How would this have been financed? A Many factors such as: 1 Shorter work week permitting more people to play golf 2 Shorter work day whereby more people may play on week days 3 Golf is no longer a "rich man's hobby" 4 Golf can now be afforded by everyone 5 Golf is now being taught in high schools and colleges 6 Golf is now being played by more " 7 Golf is now recommended by many more doctors for relaxation therapy exercise and as a moderate exercise in which almost everyone can participate 8 Better management and care of the El Monte Golf Course Q How many acres woujd an golf course require at Mt Ogden Park? A 1 00 to 1 1 0 acres Q How many acres would this leave for park and recreation use? A 1 35 to 1 45 acres Q How large is 1 45 acres? A You could put the following City parks in 1 45 acres: taxpayers to be issued and sold up to $500000 What would the construction of the golf course cost? " course with a clubhouse $370000 for the 1 Could the balance of the Revenue Bond issue have been used for the development of the rest of Mt Ogden Park? Absolutely! The ordinance permitted the money to be used for appurtenant recreational facilities and park development Would the revenues from the operation of the golf course have paid off this obligation? Yes Very conservative income estimates were made The estimated income from green fees locker and cart rental fees would produce $121500 or more while the expenses would be $69000 leaving $52000 available for payment of loan principal and interest The maximum annual loan principal and interest payment required was for the year of 1977 in the amount of $37750 leaving a safe margin of $14750 Are Revenue Bonds the obligation of the taxpayers? No Not one cent of tax money may be used to pay off the revenue bonds or interest If the golf course did not pay out could the bond holders take the land and sell it to pay off the bond indebtedness? No The ordinance gave the bond holders only the right to takeover the operation of the course until the bonds are paid off Do all Revenue Bond Ordinances have such a guarantee to the investors? Yes The right of operation of the facilities by the bond holders is found in every Revenue Bond Ordinance This right of operation guarantee is found in all three of our Water Reyenue Ordinances Is there any other way the City could develop this golf course without costing the taxpayers money? No The issuance of General Obligation Bonds or the improvements of the park by the General Fund Budget by annual appropriations would have resulted in an increase in property taxes This was the very thing your City Council and City Manager opposed How many golf courses are there in Ogden City? One This golf course is El Monte which is only a course for 70000t0gden citizens What is the minimum national recommended total of golf holes 8-h- ole 9-ho- A self-supporti- ng Q A Q A "teen-agers- 18-ho- Q A le Q Ogden? Recreation plans not only for today but also for the future With an anticipated expanding of the population of the county to 200000 within the next few years present facilities are totally inadequate even now to provide for the recreational needs of our citizens The development of this Targe area should go far in solving those problems of today and for tomorrow What facilities are planned for the park at the present time? A battery of eight (8) tennis courts two (2) basketball outdoor courts a multiple use area two (2) softball one (1) major baseball and one (1) midget baseball diamonds Also an archery range shuffle board court outdoor ice rink coasting and skiing hills picnic areas day camp and a "Fantasy Land" for the enrichment of experiences for children How can this be financed? In several ways: increased tax levy issuance of general obligation bonds or best of all the building of the golf course first by revenue bonds which places no burden upon the taxpayer and using the annual anticipated net revenues for the development of A Q A Is Q the construction of a swimming pool at Mt Ogden Park planned ' at this time? ’ - A No It is the opinion of expert park planners with whom I have discussed this problem that at this time a swimming-po- ol in Mt Ogden Park should not be constructed They advise me that the population in the vicinity of the park is not sufficient for the maximum beneficial use of a pool in this area It is the recommendation of the park planners that a swimming pool should first be constructed in the vicinity of Monroe Park le ' for Ogden's population? A Seventy (70) It is nationally recommended that one golf hole be provided for each thousand population This would require four 1 golf courses in Ogden City Is the golf picture better for all of Weber County? Q A No The picture is actually worse4or Weber County with its 110- 8-h- Q There are many locations which are more ideally Ideated according to population count of children than the Mt Ogden location at this time There is a future planned location site in the Mt Ogden Park for a swimming pool Could the City issue Revenue Bonds for the construction of a swimming pool? No This problem was discussed with several fiscal agents and if was their opinion based on past experiences that Swimming Pool Revenue Bonds cannot be sold because a swimming pool is not a project since revenue would not be sufficient to off the bonds and interest pay How can a swimming pool in Ogden be financed? Either by the issuance of General Obligation Bonds voted upon by Ogden taxpayers or from its yearly General Fund Operational Budget Both plans would be assessable to property taxes Is the City Council making any effort toward the construction of another swimming pool? Yes This will be given careful consideration by the Council when they consider a capital improvement budget which is being prepared by the City Manager Will the installation of a golf course at Mt Ogden Park interfere with the development of other recreation facilities?
