Show BECOi' THE SAN JUAN Wednesday 'Apnl 5, 1989 Page 16 Bluff Stuff Dorothy Nielson Education will receive bulk of added funds for 1989-9- 0 As has been the case in most years, education will receive the bulk of the added funds provided in the 1989-9- 0 state budget approved by the 1989 Utah Legislature. This was the conclusion reached by Utah Foundation, a private research organization, in its analysis of the 1989 legislative session. According to the Foundation study, the state budget for 1989-9- 0 totaled nearly $3 billion, and this sum was $72 million, or 2.5 percent more than the total permanent funds appropriated during the cur- rent fiscal year.. (1988-89- ) Appropriations for education will increase by $64.5 million in 1989-9and this will account for nearly 90 percent of the added permanent funding made available next year. Although the 1989 Legislature failed to approve two of the main elements (the property tax freeze and the general tax reduction) of the governors tax limitation proposal, it did accept certain parts of the program. Probably the most significant part of the governors program approved by the 1989 Legislature was the State Appropriations and Tax This act Limitation Act. freezes the basic property tax rate for the minimum school program, limits increases in state appropriations to changes in population and inflation and places a limit on state general obligation indebtedness. Foundation analysts point 0, six-poi- nt out that if this spending limitation plan had been in effect during the 1980s, it could have restricted state spending 1982-8on three occasions by tax reduction program that was approved last year. No action was taken, however, to freeze local property tax rates and provide $19 million in additional tax reductions this both parts of the year tax limitgovernors ation plan. The $19 million was six-poi- nt set aside in the states reserve fund and is available if some tax reduction agreement can be reached at a later date. The study indicates that most state and education employees rainy day will receive salary increases averaging between 2 percent and 4.5 percent next year. State officials also will receive a salary boost with the governor and state judges receiving increases that will average nearly 17 percent. Although the 1989' Legislature did not make any major changes in state laws, it did establish and increase a number of fees and charges in order to fund new environmental cleanup programs over the next several years. On holidays, it seems the only people who arent out of town visiting are- those who - have visitors themselves, and this Easter was no exception. We had very few out for church Sunday, but did have visitors from Salt Lake, the Morgans, who were on their way through and decided to stop for church. Betty and Melvin Gaines had their daughter, Donna Anderson, her husband, Jeff, and two daughters, and their son, Billy, and his girl friend here for an Easter visit. Kevin Guymons parents were here from Ogden for a few days. Mr. Guymon helped Kevin prepare his house for occupancy. They, howeverleft the day before Easter. Kevin has been making good use of the spring break from school to work on his house. He hopes to move in soon. Helene Tarr joined her sister, Freida Reck in Blanding, for Easter dinner. My son, Ted, and family came down on Saturday and we all went to Recapture Pocket for a picnic. There were others there from Blanding enjoying the same surroundings. Ted. and the kids went exploring on the cliffs and found an old mine or perhaps some ruins, which they wished they had more time to exand a flashlight to see plore better. Belva and Joe Nielson joined other family members for an Easter holiday at Lake Powell. They laughed until tears streamed down their faces. Spring is here. Just a couple of weeks ago the view from the graveyard hill was of brown and drab fields. Tlie Senior Citizens, with Linda James and Alice Redd as bus drivers, went to the Four Comers for a picnic on Thursday, March 30. The picnic was fun and the food was delicious. The only drawback was the cold wind. We took pictures of various members standing on the Four Comers square, and generally had a good time. It is always enjoyable going with the Navajo people. At times, they seem to enjoy their association with us. On one memorable occasion, Louise and I were going into rhapsodies over the wild flowers. The cactus were in full bloom and there was a variety of beautiful colors.
