Livestock grazing on public lands Final amendments to regulations for managing Hvestock grazing on the public lands were published last week by the Interior Departments Bureau of Land Management (BLM). It affects me, to my great embarrassment, when I call on the telephone to a dear friend, and if her husband answers, I ask to speak tQ whats her name because I Cannot Remember Her Name! It manifests itself many times when a mother has to call the roll in order to get the proper name for the particular child she is addressing. My mother-in-la(they tell me) was affected so badly that one of her little sons remarked to her, Mother, you dont know us very well, do you? This disease is capable of spreading to other areas. I can put an object down and never find it again, until I see it several hours, or days, later, staring me in the face where I have looked in vain before. I had attributed this strange occurence to gremlins invading my house, but now I suspect it is just this disease. It affects me in other ways, too. Else why would I find myself standing in front of the refrigerator wondering what I am doing there! On talking this over with friends, the term Alzheimer comes up repeatedly. Could all of us be in the first stages? If so, I hope they put us all in the same home where we can spend our time trying to remember our names! w grazing program as an integral part of the overall multiple use of the public lands. BLM is responsible for establishing policy, providing land use planning, and managing all uses and activities on public lands. Through comprehensive land use planning, livestock grazing is managed to be compatible with and to enhance other multiple uses on public rangelands. Almost 2200 comments were received and considered. In accordance with recent rulings from the Office of Hearings and Appeals, the final rulemaking also incorporates a requirement that an applicant seeking to transfer a grazing preference must own or control the base property at the time the application is filed. The Department of the Interiors position on enforcing environmental protection and conservation laws is reaffirmed in the final rulemaking. The final regulations are available in the March, 29, Federal Register, or from the Bureau of Land Management, Utah State Office, 324 South State, Salt Lake City, Utah, 84111 - Ken Boyer, 4th floor, rules and offered suggestions for consideration in preparing the final rules. proposed The final rulemaking clarifies the relationship between the land use planning process and the livestock grazing program to assure that land use plan objectives are achieved. Under the final rulemaking, the current level of livestock grazing on the public range-land- s would be identified in a land use plan, along with a decision as to whether grazing would be managed as a major use of the area. The plan also would set forth BLMs overall objectives for managing livestock grazing and outline in general terms how the objectives would be met. Additionally, the land use plan would identify, the proper mix of uses for the area and would guide future livestock grazing management decisions. The final rulemaking adopts the term Livestock Carrying Capacity and explains that it is the maximum stocking rate possible without inducing damage to vegetation or related resources. Carring capacity may vary each year within the same area because of fluctuating forage production.
