Show THE SAN JUAN RECORD Wilderness in-betwe- policy en The Bureau of Land Management has released its Interim Management Policy in handbook form. The policy, which provides the framework and policy for managing public lands under wilderness review, was first published on December 12,. 1979. The new edition reflects all revisions made and make it a permanent part of BLMs directive management system. Copies of the new handbook are available for review at all BLM offices in Utah. Under the Interim Management Policy, lands are managed so as not to impair their suitability for wilderness preservation, according to the BLM. Most activities occurring on or before October 31, 1979 may be continued in the same manner and degree as of that date. Certain new activities are restricted or prohibited under the policy. These include such actions as new construction and land exchanges. Interim Management Policy applies to two categories of public lands; (1) lands which have not yet been inventoried for wilderness characteristics, and (2) lands that are being studied for wilderness desig- nation. In Utah, all lands have been inventoried and 80 Wilderness Study Areas are being studied for possible wilderness designation. Studies and preliminary recommendations on these areas should be completed by 1990. COME EARLY San under-value- 1987 Juan properties are according to a d, assessment-sale- i;atio s study by the Utah Tax Com- mission. The latest figures are for 1987 and compare the selling price of properties in Utah counties with the statutory assessment levels for property tax purposes. The study shows property in San Juan assessed countywide at 90 percent of market value. This is an average, with commercial properties assessed at 103 percent of market value and vacant land assessed at 76 percent of market value.. Other counties reported as undervalued are Garfield at 87 percent and Washington at 83 percent. Of the 11 counties showing average assessments in excess of 100 percent of sales value, Sanpete and Rich at 108 percent are the highest. The single largest discrepancy reported is commercial property in Juab County, where assessment is reported at 239 percent of market value. This figure, however, is based on only two sales of property. The lowest level of assess- ment was vacant land in Washington county which was assessed at only 55 percent of value. Weed control presentation for farmers involved in CRP The conservation Reserve Program has become a very important factor in San Juan County. Many farmers have entered into contracts with the government to set aside tracts of land that otherwise could be producing crops. An important stipulation of these contracts is weed control. Each person with a CRP contract is responsible for the control of weeds on that ground. A presentation on April 13 sponsored by the Utah State University Extension Service, the Soil Conservation Service, and Monsanto Corporation will address techniques that can be used to control weeds on CRP lands. The program will be held at the Monticello Lions Club, beginning at 6 p.m. with a free dinner. Matt Swan of the Monsanto Corporation will discuss new products available for use on CRP ground. Steve Dewey, USU weed control specialist, will address timing, techniques and control methods. There will be a question and answer period. If you are an agricultural producer with property set aside in CRP, plan to attend this meeting.
