Show COMPLETE TEXT OF PROPOSITION NO. 4 RESOLUTION ELIMINATING VOTING RIGHTS OF CONVICTED FELONS A JOINT RESOLUTION OF THE LEGISLATURE PROPOSING TO AMEND THE UTAH CONSTITUTION; ELIMINATING THE VOTING RIGHTS OF CONVICTED FELONS; AND PROVIDING AN EFFECTIVE DATE. This resolution proposes follows: to change the Utah Constitution No Anv mentally incompetent person or, anv person convicted of a felony, or any person convicted of treasonT or a crime against the elective franchise, unless restored to civil rights, shall may not be permitted to vote at any electionT or be eligible to hold office in this State until the right to vote or hold elective as office is restored as provided bv statute. AMENDS: ARTICLE IV, SECTION 6 Be it resolved by the Legislature Section 2. Submittal to electors. The lieutenant governor is directed to submit this proposed amendment to the electors of the state of Utah at the next general election in the manner provided bv law. of the state of Utah, of all members elected to each of the two houses voting in favor two-thir- ds thereof: Section Article 1. It is proposed to amend Utah Constitution to read: Section 3. Effective date. IV, Section 6, Article IV, Section 6. Mentally incompetent persons, convicted felons, and certain criminals ineligible to vote.
